0:01 URG 2014-17 257 YOUNG STREET (YAKIS BROTHERS, LLC) Economic and
Development Director Hendryx provided a staff report. Member Ellsworth stated that she is
struggling with the sprinkler and security system being acceptable under the Urban Renewal
program. Director Hendryx stated that under the program provisions it's improvements that
you can't take with you if you vacate the building. Member McCallum stated that it's a
matter of protecting the investment. Member Morris stated that a security system is a key
component of retail and he can see where it's important to get the system in.
McCallum/Morris... approve Urban Renewal grant 2014-17, 257 Young Street for up to
$15,000. The motion passed unanimously.

RECOMMENDATION:
The Downtown Advisory Review Subcommittee (DARS) recommends the
Woodburn Urban Renewal Agency Board (Agency) approve the exterior Urban
Renewal grant application from JES Properties, LLC (Applicant) for up to $5,000.
BACKGROUND:
On July 8, 2013, the Urban Renewal Agency Board adopted a resolution
expanding the downtown Grant and Loan Program to include properties along
the Young Street corridor and the Young/99E intersection, as specified in the
resolution. The program is designed to provide matching funds for exterior
($10,000) and interior ($5,000) improvements to properties located in the Urban
Renewal Grant and Loan District. The program also provides loan funds ($25,000)
to further these same improvements.
JES Properties, LLC is the new owner of the four rental houses located at
950 Young Street. The company has invested over $200,000 to renovate three of
the houses and is requesting funding for the renovation of the final house. The
project brings blighted houses up to habitable conditions.
When the Applicant submitted the application the first week of June, a City site
visit verified that no work had started on the project. It was the Applicant's
expectation to wait until the grant was approved to start work. However, the
following week, stormy weather and security issues motivated the Applicant to
secure the property by installing windows and siding prematurely. The Applicant
notified staff and still wanted to be considered to receive an Urban Renewal
grant for performed services.

On June 12, DARS reviewed the application and made a recommendation to
the Agency to approve $5,000 for the roofing and painting components of the
project, which complied with program requirements, and recommended that
the Agency make a one-time exception to approve an additional $5,000 for the
siding and window components of the project that were started, out of
necessity, prior to application; approval.
Before the application was approved by the Agency, the Applicant began
work on a third component of the project by replacing the roof and the
proposal was removed from the June 23rd Agency agenda. The Applicant
explained that the rainy weather and project timeline compelled him to
complete the project before approval. The Applicant has since completed the
project and is requesting to be considered to receive funding from the Urban
Renewal grant.
On July 10, DARS reviewed the application a second time and heard testimony
from the Applicant. DARS recommended that the Agency approve $5,000
worth of the completed components of the project. This recommendation
aligns with a portion of the original DARS recommendation made on June 12th,
2014, recommending approval of $5,000 of exterior grant funds. However, DARS
is no longer supportive of increasing the grant award to $10,000, since the
applicant twice proceeded with completing various components of the project
before receiving Agency approval.

Summary and Conclusion
The Grant and Loan Program is intended to encourage and assist business and
property owners to improve their building in the Urban Renewal District. This
particular grant application is intended to help the property owners make
interior and exterior improvements to their property. The proposal is to replace a
roof, windows, siding and to paint rental property in the area.
Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or
completed prior to project approval.
3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, electrical, plumbing permits must be obtained and
work inspected and approved.
5. Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after receipts
are provided and all completed work is accepted by the City.
6. All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.
