RECOMMENDATION:
In agreement with the Downtown Advisory Renewal Subcommittee, it is
recommended that the Woodburn Urban Renewal Agency Board approve the
Urban Renewal Exterior Grant application from Nelson Financial for up to
$15,000.
BACKGROUND:
On July 8, 2013, the Urban Renewal Agency Board adopted a resolution
expanding the downtown Grant and Loan Program to include properties along
the Young Street corridor and the Young/99E intersection, as specified in the
resolution. The program is designed to provide matching funds for exterior
($10,000) and interior ($5,000) improvements to properties located in the Urban
Renewal Grant and Loan District. The program also provides loan funds ($25,000)
to further these same improvements.
The applicant is requesting an exterior grant of up to $10,000. Funds will be used
to update windows, add awnings, install an ADA ramp and railing, and paint the
exterior. The estimated total project cost is $22,000.
The applicant is requesting an interior grant of up to $5,000. The interior grant
proposal is to install new carpet and vinyl, paint the interior, replace the
laminate countertops and update the baseboards and door knobs. The
estimated total project cost is $11,500.
The Downtown Advisory Review Subcommittee met on September 13, 2013 and
recommended that the Urban Renewal Agency Board approve the exterior
and interior grant request.

Proposal
The exterior grant proposal is to update windows for greater energy efficiency
and ventilation, add awnings to the above -floor level windows and door facing
99E, install an ADA ramp and railing, and paint the exterior.
The interior grant proposal is to install new carpet and vinyl, paint the interior,
replace the laminate countertops and update the baseboards and door knobs.

The interior grant funds will be used to improve the interior of the
building with new paint, carpet, vinyl, countertops, baseboards and
door knobs.

The Urban Renewal Program specifically identifies the need to
improve buildings within Woodburn's Urban Renewal Grant and
Loan District.
Summary and Conclusion
The Grant and Loan Program is intended to encourage and assist business and
property owners to invest in the Urban Renewal Grant and Loan District. This
particular grant application is intended to assist the property owner make
improvements to their property through new windows, paint, awnings, ADA
ramp, sign panels, carpet, vinyl, countertops, baseboards and hardware. The
request is consistent with the program criteria.
Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or
completed prior to project approval.
3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, electrical, plumbing permits must be obtained and
work inspected and approved.
5. Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after receipts
are provided and all completed work is accepted by the City.
6. All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.

RECOMMENDATION:
In agreement with the Downtown Advisory Renewal Subcommittee, it is
recommended that the Woodburn Urban Renewal Agency Board approve the
Urban Renewal Exterior Grant application from Christina and Kenneth
Williamson, for up to $5,700.
BACKGROUND:
On July 8, 2013 the Urban Renewal Agency Board adopted a resolution
expanding the downtown Grant and Loan Program to include properties along
the Young Street corridor and the Young/99E intersection, as specified in the
resolution. The program is designed to provide matching funds for exterior
($10,000) and interior ($5,000) improvements to properties located in the Urban
Renewal Grant and Loan District. The program also provides loan funds ($25,000)
to further these same improvements.
The applicant is requesting an exterior grant of up to $5,613. Funds would be
used to repair the leaking roof to stop water damage to the cedar eaves and
ceiling, and to replace a damaged window. The estimated total project cost is
$11,226.
The Downtown Advisory Review Subcommittee met on September 13, 2013 and
recommended that the Urban Renewal Agency Board approve the exterior
grant request.

Summary and Conclusion
The Grant and Loan Program is intended to encourage and assist business and
property owners to invest in the Urban Renewal Grant and Loan District. This
particular grant application is intended to assist the property owner make
improvements to their property by replacing the damaged roof and window.
The request is consistent with the program criteria.
Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or
completed prior to project approval.
3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, electrical, plumbing permits must be obtained and
work inspected and approved.
5. Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after receipts
are provided and all completed work is accepted by the City.
6. All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.

Tear off existing 1 layer metal and insulation underneath, haul away and properly dispose of roofing debris. Repair all rotten tongue and groove,
replace fascia board at bottom edge, and cut back the ends of all beams flush with the edge of the roof. Install 11/2" Poly -Iso insulation and build a
new deck on top using two by 2"x4" rafters secured to tongue and groove below with screws and covered with 1/2" CDX plywood, creating
ventilation from eave to ridge. This will then be trimmed out with cedar. Apply a composition shingle over Owens Corning weatherlock G ice and
water shield underlayment. Install high-profile DecoRidge, premium 2 -piece painted lead plumbing pipe flashings, vented ridge, pre-cut starter
course, gravel stop gable flashing to keep water from running off of the rake edge at the entryway, and drip edge flashing. All vents and flashings
are pre -finished 26 gauge steel and meet code requirements. Install stainless steel concealed fall protection anchor at ridge. Thoroughly clean
gutters and grounds upon completion. Removal of additional layers of existing roofing, or labor or material required due to unforeseen conditions
may result in additional charges at a rate of $65 per man hour plus materials. Owens Corning System Advantage Warranty, providing 50 years Tru
