and Estate Planning, 354 N Pacific Hwy, stated that he is in favor of expanding the
boundaries. Lonergan/Ellsworth ... approve the resolution expanding the boundaries

RECOMMENDATION:
Approve a six (6) month extension of the Urban Renewal Exterior Grant 2012-04
application from the property owner, Eagles Newspaper, Inc. (Woodburn
Independent building), for up to $10,000.
BACKGROUND:
The Woodburn Urban Renewal Agency approved a comprehensive grant and
loan program on February 14, 2011 for properties within downtown Woodburn.
The program is designed to provide matching funds for exterior (up to $10,000)
and interior (up to $5,000) grant improvements to properties located in the
Urban Renewal Grant and Loan District. The program also provides loan funds
($25,000) to further these same improvements.
The Urban Renewal Agency first approved this Exterior Grant for Eagles
Newspaper, Inc on August 3, 2012.
DISCUSSION:
Guidelines in the 2010 Grant and Loan Resolution Exhibit A, Section 14, state;
"The Urban Renewal Agency Board may grant one 6 month extension for work
to be completed under this program. The applicant must submit a written
request for the extension and provide justification for the Board's consideration."
The applicant is requesting more time to finish the exterior project at 650 North
First Street. The project is anticipated to be finished before the end of a six (6)
month extension.

The applicant provided a written request for a six month extension to the
Economic and Development services on August 9, 2013 (attached). Typically,
requests must be received before one year of the original grant approval date.
Because the grant recipient has expressed great interest in finishing the exterior
work Staff recommends approving the six month extension despite receiving the
request after the one year mark.
The exterior grant application is intended to improve the exterior of the building
as follows:

Estimated cost of all improvements: $29,450
Percentage of grant to total project costs: 34%

In agreement with the Downtown Advisory Renewal Subcommittee, it is
recommended that the Woodburn Urban Renewal Agency Board approve the
Urban Renewal Exterior Grant application from Kevin Poor, for up to $4,275.
BACKGROUND:
On July 8, 2013 the Urban Renewal Agency Board adopted a resolution
expanding the downtown Grant and Loan Program to include properties along
the Young Street corridor and the Young/99E intersection, as specified in the
resolution. The program is designed to provide matching funds for exterior
($10,000) and interior ($5,000) improvements to properties located in the Urban
Renewal Grant and Loan District. The program also provides loan funds ($25,000)
to further these same improvements.
The applicant is requesting an exterior grant of up to $2,137.50. Funds would be
used to paint the exterior of the house, garage and fence. The estimated total
project cost is $4,275.
The Downtown Advisory Review Subcommittee met on August 29, 2013 and
recommended that the Urban Renewal Agency Board approve the exterior
grant request for the painting of the house, garage and fence.

The Urban Renewal Program specifically identifies the need to improve
buildings within Woodburn's Urban Renewal Grant and Loan District.
Summary and Conclusion
The Downtown Grant and Loan Program is intended to encourage and assist
business and property owners to invest in the Urban Renewal Grant and Loan
District. This particular grant application is intended to assist the property owner
make improvements to their property by painting the exterior. The request is
consistent with the program criteria.
Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or
completed prior to project approval.
3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, electrical, plumbing permits must be obtained and
work inspected and approved.
5. Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after receipts
are provided and all completed work is accepted by the City.
6. All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.
7. Contractor must have valid state and local licenses and permits.
