Recommended Action: The Economic and Development
Services Department recommends that the Woodburn Urban
Renewal Agency Board approve a six (6) month extension of
the Urban Renewal Exterior Grant 2011-12 application from
Romer Furniture for up to $10,000.

Community Development Director Hendryx introduced Economic and Development
Manager Matt Craigie who provided a staff report and presented an update on the Grant
and Loan program and the Design Services program. Mr. Lonergan asked if these
programs are for those buildings in the Urban Renewal District and Director Hendryx
answered that right now it is available to those in the Downtown area. He stated that he
can schedule an Urban Renewal work session on expanding it to all those in the Urban
Renewal district and talk about some potentials. Mr. McCallum stated that as long as it is
a tentative type thing, we should look at that while still keeping the emphasis downtown.
Lonergan/McCallum ... authorize the City Administrator to expend up to $6,000 for the
Design Services program. Motion passed unanimously.

GRANT EXTENSION (151 N FRONT STREET) Economic & Community
Development Director Hendryx provided a staff report. Councilor Cox relayed his
concerns about Peterson Equipment letting their grant expire. Lonergan/Cox ...grant
Peterson Equipment a six (6) month extension on Urban Renewal Grant 2011-07.
Motion passed unanimously. Councilor Lonergan thanked the applicant for keeping their

0:33 URBAN RENEWAL — SUMMER, 2012 OUTREACH RESULTS Economic and
Development Manager Craigie provided an update on the outreach that staff conducted
this summer with community members about potential Urban Renewal projects. After a
short discussion on Business Improvement Districts (BIDs) it was requested that the
Board be provided more information and that there be discussion with downtown
businesses and community members on the issue. Councilor Lonergan stated that he is in
favor of a Public Hearing to prioritize some of the programs.

Exterior Grant Extension (607 N Front Street)
RECOMMENDATION:
The Economic and Development Services Department recommends that the
Woodburn Urban Renewal Agency Board approve a six (6) month extension of
the Urban Renewal Exterior Grant 2011-12 application from Romer Furniture for
up to $10,000.
BACKGROUND:
The Woodburn Urban Renewal Agency approved a comprehensive grant and
loan program on February 14, 2011 for properties within downtown Woodburn.
The program is designed to provide matching funds for exterior (up to $10,000)
and interior (up to $5,000) grant improvements to commercial properties
located in the historic downtown district. The program also provides loan funds
($25,000) to further these some improvements.
The Urban Renewal Agency first approved this Exterior Grant for the Homer
Furniture on January 9, 2012.
DISCUSSION
Guidelines in the 2010 Grant and Loan Resolution Exhibit A, Section 14, state;
"The Urban Renewal Agency Board may grant one 6 month extension for work
to be completed under this program. The applicant must submit a written
request for the extension and provide justification for the Board's consideration."
The applicant initially submitted grant requests for interior improvements for his
building at 591 North Front Street and this exterior grant for improvements to be
made to the property located at 607 North Front Street. The applicant has since

finished the interior grant project, tenant improvements that have enabled him
to rent his space at 591 North Front Street, but he is requesting more time to finish
the exterior project at 607 North Front Street. He anticipates that the work
should be finished before the end of a six (6) month extension.
The applicant provided a written request for a six month extension to the
Economic and Development services on December 14, 2012 (attached).
Typically, requests must be received before one year of the original grant
approval date. Because the grant recipient has expressed great interest in
finishing the interior work Staff recommends approving the six month extension
despite receiving the request after the one year mark.
The exterior grant application is intended to improve the exterior of the building
as follows:
o Replace the roof
Grant amount: $10,000
Estimated cost of all improvements: $22,000
Percentage of grant to total project costs: 45%

Street. I have been focused on tenant improvements for my building at 591 N Front Street and my
timeline for 607 N Front Street has been pushed back as a result. I intend to do the work in the next six
months.
