0:01 ASSOCIATION BUILDING — WORK SESSION
Economic and Development Director Hendryx provided a staff report and reminded the
Board that Constructive Form was the consultant picked to work on the Association
Building. Director Hendryx stated that this work session is to get individual members
input on how the building is used. Kina Voelz from Constructive Form informed the
Board that in June they began work on as built drawings and are now starting to begin
construction and code analysis. Ellen Wyoming from Cogan Owen Cogan provided a
survey that will be given to stakeholders in the community. Member Ellsworth stated
that she would like to see real estate agents, the Police Chief and the Fire Chief added to
the stakeholders list. Ms. Wyoming went through the questions on the survey with the
Board to receive their input. After discussion Director Hendryx stated that they will
continue with community outreach and they are working to have recommendations for
the building completed by early fall. Director Hendryx added that there is public interest
in having the Grant and Loan Program extended down to 99E and Young Street. Chair
Figley stated that it could be added as a formal agenda item and Director Hendryx stated
that he will bring something back.

SUBJECT: Expanding the Downtown Grant and Loan Program - Young Street
corridor and the Young/99E intersection
RECOMMENDATION:
Adopt the resolution expanding the Downtown Grant and Loan Program to
include properties along the Young Street corridor and the Young/99E
intersection as specified in the resolution.
BACKGROUND:
The Urban Renewal Plan, which was adopted in 2001, identified the need for a
program to assist property owners within the Urban Renewal District to improve
their properties. The plan envisioned "rehabilitation and renovation of
residential and commercial properties within the renewal area". The renewal
area extends beyond the downtown, along Young Street and includes
properties at the Young Street/Highway 99E intersection. As recently as this past
spring, interest arose regarding expanding the Grant and Loan Program.
Woodburn's Urban Renewal Grant and Loan Program was originally adopted in
2011. As originally envisioned, the program focuses on the downtown, generally
identified as the Downtown Development and Conservation District (DDC).
These designated properties are located between Front, Second, Harrison and
Oak Streets. In particular, the grant portion of the program has been successful,
with 15 grants being approved. Of those grants, most have been completed.
With the development of the Highway 99E Corridor Plan, which was adopted in
2012, consideration was given to expanding the Urban Renewal Grant and Loan
Program for properties at the Young Street/Highway 99E intersection. This was
partially in recognition of the boundaries of the Urban Renewal District and the
potential for expanding the Grant and Loan Program, as well as funding capital
projects at the intersection.

Informal discussions with one property owner near the Young/99E intersection
also highlighted an interest in expanding the program. Based upon the
apparent interest, the Urban Renewal Agency Board directed staff to return with
a formal mechanism for expanding the Grant and Loan Program to include
properties within the Urban Renewal District, along Young Street as well as those
located at the Young/Highway 99E intersection. Existing program guidelines
and procedures remain in effect, but the boundaries of the program would be
expanded to include the above-mentioned areas. The 2013/14 Urban Renewal
budget includes funding for the Grant and Loan Program. At this point,
additional funding would not be required for the expand boundaries of the
program.
DISCUSSION:
Improving Woodburn's downtown area, residential and commercial properties
along the Young Street Corridor and at the Young/Highway 99E intersection has
been recognized as a priority for several years, including the adoption of the
Highway 99E Corridor Plan. Woodburn's Urban Renewal Plan provides the
funding mechanism to implement the Grant and Loan Program. Expanding the
Downtown Grant and Loan Program carries out the intent of the Urban Renewal
Plan. Existing guideline and procedures, adopted with the initial Grant and Loan
Program, would be applicable for all of the properties covered by the program.
The Urban Renewal Agency Board's ultimately approval of all grants and loans
remains in place for the expanded program.
FINANCIAL IMPACT:
The 2013/14 Urban Renewal Budget includes funding for the Grant and Loan
program. At this point, additional funding would not be required to expand
boundaries of the program.

A RESOLUTION EXPANDING THE BOUNDARIES FOR THE DOWNTOWN GRANT
AND LOAN PROGRAM AS SPECIFIED HEREIN
WHEREAS, the City adopted the Downtown Development Plan in
1997, which envisioned a series of improvements and actions intended to
reinvigorate Woodburn's historic downtown; and
WHEREAS, in 2001 the City created the Woodburn Urban Renewal
Agency and adopted the Urban Renewal Plan, which further recognizes
the importance of physically improving the appearance of properties
within the renewal area; and
WHEREAS, in 2010, the Downtown Development Plan Update
recognized the need to reinvigorate downtown Woodburn and
recommended leveraging urban renewal funds with private funds to
create investment through a Downtown Grant and Loan Program; and
WHEREAS, in 2011 the Woodburn Urban Renewal Agency adopted
a Urban Renewal Grant and Loan Program for a designated area in
downtown Woodburn; and
WHEREAS, in 2012 the City Council adopted the Highway 99E
Corridor Plan, which envisioned expanding the store front improvement
program (Grant and Loan); and
WHEREAS, the Urban Renewal Agency Board wants to
expand the Grant and Loan Program to properties along Young Street
and at the Young/Highway 99E as specified herein; NOW, THEREFORE,
THE WOODBURN URBAN RENEWAL AGENCY RESOLVES AS FOLLOWS:
Section 1. The Downtown Grant and Loan Program established by
Urban Renewal Resolution 2011-01 is expanded to include properties
along Young Street and at the Young/Highway 99E intersection as
specified herein.
Section 2. The Grant and Loan Program established by Urban
Renewal Resolution 2011-01 shall be made available to all properties
within the boundary depicted in the attached Exhibit A.
Section 3. The Advisory Review Subcommittee, the Grant and Loan
Program Procedures and Requirements and the administration of the

program by the Mid -Willamette Valley Council of Governments shall
continue until modified by the Urban Renewal Agency Board.
