o:oi WOODBURN URBAN RENEWAL AGENCY PROJECT PRIORITIZATION
Former Economic and Development Manager Matt Craigie provided a presentation on
potential Urban Renewal projects. After the presentation members of the community
were invited to come to the podium and provide their ideas on how the Urban Renewal
funds should be spent. Kay McEwen, 54 Smith, stated that she would like to see a Youth
Activity Center and pedestrian mall with artwork going down the alley on Garfield St.
Bruce Thomas stated that he is in favor of First Street improvements. Nicki Debuse,1086
Wilson St., and James Frackowiak, 550 N. First Street concurred with Bruce Thomas.
Durrell Crays, stated that he thinks First Street needs to be improved but would like the
Urban Renewal funds to not be spent. Bertha Gomez stated that she would like to see a
bubbler fountain. Community Relations Officer Stowers read a letter from Socorro
Villarreal which stated that he is in favor of having a public restroom, better lighting and
parking meters downtown. Jaime Arredondo, from the Capaces Institute is in favor of
the First Street improvements and a secondary choice would be the Pix Theater. Colin
Brown, Woodland Ave, supports something for the youth and not developing buildings
but selling them. During discussion Member Cox stated that deciding what to do with the
Association Building should be a priority but he does not see it getting completed this
year and he would prefer not to spend the money on any of the projects at this point.
Member McCallum added that he would like to see a community center. Member

Lonergan stated that he is in support of renovating First Street. Chair Figley added that
her top priorities would be to honor the City's obligation to the Fire District, then in
getting the Association Building into a condition were it can be leased out or sold and
then looking at a design for First Street. City Administrator Derickson stated that they
will bring back a profile for each project for the Agency to review.

A. Chair Figley declared the hearing open at 6:57 pm for the purpose of hearing public
input on the Agency's Budget for 2013-14. City Administrator Derickson provided a
staff report. No members of the public wished to speak in either support or opposition of
budget. Chair Figley declared the hearing closed at 6:58 pm.

BACKGROUND:
The Association Building, located at 347 Front Street, has been vacant for many
years. The spring earthquake of 1993 significantly damaged the building. The
City acquired ownership of the building approximately 13 years ago, in August
of 2000. Using Urban Renewal funds, the City installed seismic upgrades and
restored the building's fagade in 2002-04. The interior has remained largely
empty and unimproved. Since that time, no other improvements have been
made to the building.
The Board directed staff to seek proposals from qualified firms to conduct a
redevelopment feasibility study of the building. The goal of this project is to
determine a range of options for redevelopment. Possible options include, but
are not limited to, a destination restaurant, an office space, an event space, or
a multi -tenant flexible space.
The City contracted with Constructive Form Architecture and Design, LLC, to
complete the feasibility study this past May. Engaging the public to give
feedback regarding potential redevelopment options for the building is key to
the success of this goal. Stakeholder interviews are underway, along with a
preliminary evaluation of the building.
The purpose of the present work session is to create shared understanding by
reviewing current stakeholder outreach information and describing the existing
conditions of the Association Building, by discussing and defining the Board's
objectives for the building, and by providing brief case study examples of ways
other cities have conducted revitalization with a building -specific approach.

stakeholders.
DISCUSSION
The purpose of the work session is to create shared understanding by reviewing
current stakeholder outreach information and describing the existing conditions
of the Association Building, by discussing and defining the Board's objectives for
the building, and by providing brief case study examples of ways other cities
have conducted revitalization with a building -specific approach.
FINANCIAL IMPACTS
The Urban Renewal Board initiated a feasibility study of the City -owned
Association Building. This work session is an initial part of the study. The feasibility
study will cost between $40,000 and $60,000 in Urban Renewal funds.

Introduction
1. Project goals: The City of Woodburn has contracted with a team of consultants to assist
them in building vision and marketable concept for re -use of the downtown Association
Building, on the main plaza between 1n and Front Street. The purpose of this interview is
to identify community needs and perceptions from the community about what they would
like to see in the Woodburn Association Building as well as the downtown overall.
2. Background: The Woodburn Association Building was damaged by an earthquake in
1993, shortly after it came into ownership of the City of Woodburn. The City invested
approximately $800,000 into the building to seismically upgrade it to protect it as well as
the adjacent properties. Today the building is still in City ownership and the City is
investigating opportunities for best future uses of the building.

anonymously (unless you prefer otherwise). The main purpose is to allow stakeholders to
speak freely about their concerns and ideas.
