Development Director Hendryx provided a staff report. Economic and Development
Manager Craigie went over the process that was used to find the firm for this project and
named the fine that was chosen which is Constructive Form Architecture and Design
LLC. Kina Voelz, from Constructive Form Architecture and Design LLC gave a
presentation on the scope of work to be done and the proposed timeline.

SUBJECT: Urban Renewal Project Prioritization
RECOMMENDATION:
The Urban Renewal Agency Board (Agency Board), after receiving public input,
should direct City staff to initiate one or two Urban Renewal capital projects in
the downtown area in the near future.
BACKGROUND
In the summer of 2012, Agency Board members requested that Planning staff
solicit the community for their opinion about various potential Urban Renewal
projects. Staff reached out to community members in various ways to gauge
their interest. They gave talks to groups, sent out surveys and spoke with
individual community members. In all, around 100 community members
participated and 63 surveys were returned.
The survey was in both English and Spanish and listed five potential projects for
consideration. These projects are: a feasibility analysis of the Association
Building, upgrading First Street, Bungalow Theater remodeling, upgrading and
repairing the Young St/99E Intersection, and building an Amtrak station. There
was also an option for respondents to add their own project ideas.
Results of the outreach illustrated the community's interest in the Agency Board
pursuing an infrastructure project, specifically upgrading First Street or repairing
the intersection of Young Street and 99E. The community showed an
overwhelming interest in seeing the project, whatever it might be, specifically
happen downtown. They expressed concern about the current state of the
downtown area. Respondents to the survey showed more interest in
infrastructure projects, like improving First Street and repairing/upgrading the
Young Street/99E intersection, more than any other type of project.

DISCUSSION:
The Woodburn Urban Renewal District was created in 2001. Several projects
and improvements were initially identified for consideration. The Agency Board
has funding to support new major improvement projects, totaling $4,000,000-
$5,000,000 dollars for debt service. The Agency Board is presently pursuing the
best use for the Association Building and completing the Fire District remodeling
project. Given preliminary estimates, financial capacity exists to fund one or
two additional capital projects. Public outreach is intended to help shape
which additional projects move forward.
The outreach of summer, 2012 acted as an initial step in moving towards
choosing a new Urban Renewal project. This meeting is the second step.
Community members have been invited to present their opinions regarding
potential urban renewal projects. If the Agency Board feels that they have
gathered enough community input, the next stage will be to choose a project
or projects to pursue and direct staff to initiate a work plan.
FINANCIAL IMPACT:
Sufficient funding exists to support up to $5,000,000 of additional urban renewal
debt service through fiscal year 2024/25. Financial impacts will be based upon
ultimate capital improvement projects, as determined by the Urban Renewal
Agency Board.

RECOMMENDATION:
The Urban Renewal Agency Board consider testimony during the public hearing
and adopt the attached resolution setting the City of Woodburn Urban Renewal
Agency budget for the Fiscal Year 2013-2014.
BACKGROUND
On May 11, 2013 the Woodburn Urban Renewal Agency Budget Committee
approved the proposed Woodburn Urban Renewal Agency 2013-2014 Budget
and approved its forwarding to the Board of the Woodburn Renewal Agency for
a hearing as required by State of Oregon Budget Law. Notice of the hearing,
including a summary of the approved budget was published on May 29, 2013 in
the Woodburn Independent newspaper.
DISCUSSION:
Under Oregon Budget Law the Urban Renewal Agency Board may modify the
Budget Committee's approved Budget by an amount not to exceed 10% of the
Approved Budget.
The Finance Department is proposing adoption of the budget as approved by
the Budget Committee.
FINANCIAL IMPACT:
The resolution adopts the Fiscal Year 2013-2014 annual budget of $6,985,500.

A RESOLUTION ADOPTING THE WOODBURN URBAN RENEWAL DISTRICT
BUDGET FOR THE FISCAL YEAR 2013-2014; MAKING APPROPRIATIONS; AND
AUTHORIZING A CERTIFICATION TO THE MARION COUNTY TAX ASSESSOR
REGARDING TAX INCREMENT FINANCING
WHEREAS, the Woodburn Urban Renewal Agency Budget
Committee met and approved the proposed budget on May 11, 2013;
and
WHEREAS, the Notice of Budget Hearing and Financial Summary
were published in the Woodburn Independent newspaper on May 29,
2013 as required by ORS 294.416; and
WHEREAS, a public hearing was held on June 10, 2013; NOW,
THEREFORE,
THE WOODBURN URBAN RENEWAL AGENCY RESOLVES AS FOLLOWS:
Section 1. The Woodburn Urban Renewal Agency Board adopts the
Woodburn Urban Renewal District Budget for Fiscal Year 2013-14 in the
sum of $6,985,500. A copy of the budget document is now on file at City
Hall, 270 Montgomery Street, Woodburn, Oregon.
Section 2. The amounts for the Fiscal Year 2013-14, and for the
purposes shown below, are hereby appropriated as follows:

Section 3. Pursuant to Article IX (Finance) Section 1c (Financing
Redevelopment and Urban Renewal Projects) of the Oregon Constitution
and ORS Chapter 457, the Woodburn Urban Renewal District, as an
"Option 1" urban renewal agency, authorizes certification to the Marion
County Assessor for the Woodburn Urban Renewal Agency Plan Area a
request for the maximum amount of revenue that may be raised by
dividing the taxes under Article IX, Section 1 c of the Oregon Constitution
with none of this amount to be raised by a special levy.
