RECOMMENDATION:
In agreement with the Downtown Advisory Renewal Subcommittee, it is
recommended that the Woodburn Urban Renewal Agency Board approve the
Urban Renewal Grant 2012-01 from Peterson Equipment. The applicant is
requesting an exterior grant of up to $10,000 to replace the failing roof on the
building.
BACKGROUND:
The Urban Renewal Agency established the Downtown Grant and Loan
Program in February, 2011. The program provides interior matching grants up to
$5,000 and exterior matching grants up to $10,000. The program also provides
low interest loans up to $25,000 for qualifying applicants.
Previously, the applicant requested (September, 201 1) an interior grant and loan
to upgrade the commercial laundry facility on the property. The applicant
decided not to proceed with that request, instead requesting and receiving an
interior grant of up to $5,000 to repaint and carpet the interior of the building.
That grant is awaiting completion.
The applicant is now requesting an exterior grant of up to $10,000. The existing
roof is leaking and causing interior damage to the office area of the building.
Leff unrepaired, extensive damage will continue to occur to the area of the
building previously approved for grant funds to repaint and recarpet that area.

Program criteria:
Property Ownership
The property is located at 155 N Front Street. Information from the Marion
County Department of Assessment and Taxation indicates the property is
owned by DENNIS PETERSON EQUIPMENT co.
The applicant is identified as the owner of the property.
• That the property is within the Urban Renewal &Downtown Development and
Conservation (DDC) District
The property is located on Front Street, between Arthur and Cleveland
Streets, and is within both the Urban Renewal and the Downtown
Development and conservation Districts.
• That the proposal complies with the downtown architectural design standards
and signage standards
The grant is intended for exterior work, replacing the leaking roof. This
criterion is not applicable since the roof is not visible.
0 That the project encourages greater marketability of the downtown area
The proposed grant is intended to improve commercial properties within
downtown Woodburn. This grant will be used to fund needed roof repair.
Investment in downtown properties improves that area's overall
marketability.
That the proposal will complement the existing historic downtown core
The grant is intended for roof replacement. This criterion is not applicable.
• That the project design warps toward restoring the building as closely to its
original design as passible
The grant is intended for exterior work, replacing the failing roof. This
criterion is not applicable.
That building interiors are improved with a focus on addressing cede -related
improvements
As noted during the site inspection, the failing roof is causing interior
damage to the office area of the building= Left unaddressed, it will result in
further destruction, as well as damage any repairs in the process of being
made through the previous grant.
0 That the project is in the public interest
The Urban Renewal Grant and Loan program is specifically intended to
address blight in Woodburn's downtown. The grant request is intended
assist the property owner to replace the failing roof. It is in the public's
interest that such properties be improved and not left to further deteriorate.
Summary and Conclusion
The downtown Urban Renewal Grant and Loan program is intended to
encourage and assist business and property owners to invest in the downtown
area. This particular request is intended to allow the business owner to make
improvements to the property, specifically replacing the failing roof. The request
is consistent with the program criteria.
Conditions of Approval
1. There is a 56156 match requirement required for the Grant and Loan program.
Invoices must be submitted for reimbursement. No grant money will be disbursed
until the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or completed prior to
project approval.
3. Grant and loan funds may be used for materials and services provided by licensed
contractors.
4. All necessary building, electrical, plumbing permits must be obtained and work
inspected and approved.
5. Projects shall be completed within one year of approval in order to be eligible for
reimbursement. Grants provide for a single payment after receipts are provided and
all completed work is accepted by the city.
6. All work will be done by licensed contractors and the applicant needs to provide at
least three bids for every aspect of work greater than $2,500.

Office Roof
1. Clean and prepare the roof surface.
2. Remove cap metal. If new metal is required, this may be added.
Existing counter -flashing will be reused as well.
3. Remove roofing down to deck and dispose of off premises. Price
based on non -asbestos roofing.
4. Inspect decking. Decking will be shown to Owner if replacement is
needed and will be replaced on a time and material basis.
5. Supply and install 1/" dens deck mechanically fastening to roof deck.
This will achieve a class A fire rated system.
6. Supply and install the 50 mil white Duro-Last PVC single ply
membrane mechanically fastened over the existing roof surface.
7. Install the membrane as a base flashing at penetrations extending up
and over the existing curb a minimum of three inches.
8. Install the membrane up and over the entire existing parapet walls.
9. New scuppers and new collector boxes with overflow will be
supplied and installed per manufacturer's specifications.
10. Drip edge termination where necessary.
11.New 3" x 4" downspouts will be supplied and installed.
12. Clean the existing electrical penetrations and install the membrane
flashing per manufacturer's specifications.

1. Clean and prepare the roof surface for metal retro -fit.
2. Supply and install between the metal roof ribs 1/2" EPS insulation
laid into the flutes. Insulation to be brought flush with top of metal
rib.
3. Supply and install second layer of 1/2" EPS insulation over the entire
roof for level work surface to install membrane per manufacture's
specification.
4. Supply and install the 50 mil white Duro-Last PVC single ply
membrane mechanically fastened over the existing roof surface.
5. Install the membrane as a base flashing at penetrations extending up
and over the existing curb a minimum of three inches.
6. Install the membrane up and over the entire existing parapet walls.
Walls will be fully adhered and terminated up and 3 inches onto the
exterior of the building.
7. Rework scupper opening back to the original size to meet code
requirements.
8. New clad metal scupper and new collector boxes with overflow will
be supplied and installed per manufacturer's specifications.
9. New 3" x 4" downspouts will be supplied and installed.
10. Clean the existing electrical penetrations and install the membrane
flashing per manufacturer's specifications.
