The motion passed unanimously. * 01-'144118W GRANT AND LOAN PROGRAM; ADOPTING PROCEDURES AND REQUIREMENTS; CREATING A DOWNTOWN ADVISORY REVIEW SUBCOMMITTEE; AND AUTHORIZING THE CITY ADMINISTRATOR TO ENTER INTO AN AGREEMENT WITH THE MID -WILLAMETTE VALLEY COUNCIL OF GOVERNMENTS TO ADMINISTER THE LOAN PROGRAM Chair Figley declared a conflict of interest due to her ownership of commercial property subject to this program and turned the gavel over to Mr. McCallum. She did not participate in the discussion of the Resolution or its passage. Lonergan introduced Resolution 2011-01. Recorder Shearer read the resolution by title only since there were no objections from the Board. Economic & Community Development Director Hendryx provided a brief overview of the Resolution and answered questions of Council. On roll call vote for final passage, the resolution passed unanimously (Chair Figley did not vote) Mr. McCallum declared Resolution 2011-01 duly passed. 0:21 RESOLUTION 2011-02: A RESOLUTION APPROVING TRANSFERS OF FY 2010-2011 APPROPRIATIONS AND APPROVING A SUPPLEMENTAL BUDGET Lonergan introduced Resolution 2011-02. Shearer, Recorder City of Woodburn, Oregon KATHRYN FIGLEY, Chair Page 2 — URA Board Minutes, February 14, 2011 2 W ODBURN TO: Urban Renewal Agency Board I February 28, 2011 FROM: Scott Derickson, City Administrator SUBJECT: Downtown Advisory Review Subcommittee Appointments RECOMMENDATION: Approve Councilor Cox, Councilor McCallum and citizen member Tom Homer as members of the Downtown Advisory Review Subcommittee. BACKGROUND & DISCUSSION: Urban Renewal Resolution No. 2011 -01 established the Downtown Grant and Loan Program and created a Downtown Advisory Review Subcommittee. Pursuant to that resolution, the Urban Renewal Board appoints the subcommittee members. Councilors Cox and McCallum have graciously volunteered to serve on the subcommittee and suggested that Mr. Homer serve as the citizen member.
