Chair Figley declared the hearing open at 7:01 for the purpose of hearing public input on
the 2010-2011 Urban Renewal Agency budget. Finance Director Palacios provided a
staff report on the approved budget. Chair Figley invited the proponents of the budget to
address the Board. No one wished to speak in favor of the budget. Chair Figley invited

the budget. The public hearing was closed at 7:05. Lonergan/McCallum... accept the
2010-11 Urban Renewal Budget. The motion passed unanimously.

SUBJECT: AUTHORIZATION TO APPLY FOR STATE GRANT FUNDING
ODOT TRANSPORTATION ENHANCEMENT PROGRAM
DOWNTOWN EASTSIDE ESPLANADE
RECOMMENDATION:
That the Urban Renewal Agency approve by motion authorization for the City
Administrator to apply for an Oregon Department of Transportation (ODOT),
Transportation Enhancement grant application and finding the below described
pedestrian and bicycle path meets the objectives of the Woodburn Urban
Renewal Plan. The Transportation Enhancement grant is for funding the design
and construction of a pedestrian and bicycle path on the eastside of the Union
Pacific Railroad right-of-way from Cleveland Street to Lincoln Street. This project
is referred to as the Eastside Esplanade.
BACKGROUND:
ODOT has announced a request for project proposals in the Transportation
Enhancement program. Approximately $17 million is available statewide for
project that can be ready for construction in 2013 and 2014. Projects selected
will become part of Oregon's 2012-2015 Statewide Transportation Improvement
Program (STIP).
The Transportation Enhancement application process has two steps:

DISCUSSION:
The Woodburn Urban Renewal Plan adopted in 2001 describes the types of
projects to be undertaken to achieve the objectives of the Plan. Section 600

(A)(4) includes Pedestrian, Bike, and Transit Facilities that create connections
between the renewal project area and Woodburn's downtown core and
residential area as appropriate projects under the Plan.
The City has identified as a potential capital improvement project, for Urban
Renewal District funding, construction of an Eastside Esplanade that would
extend from Cleveland Street to the south and connect with the Chemeketa
Community College Campus to the north. The primary purpose of the proposed
project is to improve pedestrian safety in the City of Woodburn. Currently
pedestrian traffic from areas east of the Union Pacific Railroad to the Historic
Downtown area is not direct to controlled (gated) crossings at Young Street and
Lincoln Street.
The proposed Esplanade would also serve pedestrian and bicycle traffic desiring
to travel north and south on the eastside of the Union Pacific Railroad. A
physical barrier in the form of decorative fence and/or wall will channel
pedestrians to controlled crossing areas. The fence and/or wall would serve as
an architectural feature identifying the Esplanade as a public space on the
eastside of the Union Pacific Railroad.
The Esplanade would serve as an alternate route to the Mill Creek Greenway
trail through the Historic Downtown area. The Esplanade would provide
pedestrian and bicycle connectivity that does not currently exist on the eastside
of the Union Pacific Railroad. The Esplanade would provide enhanced access
to the Locomotive 1785 destination. Locomotive 1785 is a historic reminder of
Woodburn's past as a transportation hub for shipping farm products to urban
centers.
The proposed project is a safety enhancement that can add to the livability of
Historic Downtown Woodburn. The proposed project is consistent with the
concepts for future development identified in the Downtown Plan Update.
FINANCIAL IMPACT:
If the project is select for Transportation Enhancement funding, the City must
respond to be ready to contract in 2013 and 2014. This means advance local
funds may need to be expended to complete design and right-of-way
acquisition.
The total estimated project cost is $1,875,000.

The City will be required to provide a grant match of a minimum of 10.27
percent or $192,563 to execute this public improvement project, should it be
selected as a Transportation Enhancement grant recipient. The current
contingency of funds available public improvement projects in the Urban
Renewal Agency budget is $1,545,000.
