A RESOLUTION APPROVING A MINOR CHANGE TO THE WOODBURN URBAN
RENEWAL PLAN, SECTION 600
WHEREAS, the Urban Renewal Agency of the City of Woodburn is prepared to support
an urban renewal project to fund a portion of a public safety facility improvement,
specifically the remodel and expansion of the Woodburn Fire District station located at
1776 Newberg Hwy which is located within the urban renewal plan area; and
WHEREAS, the Urban Renewal Agency of the City of Woodburn ("Agency") approved
and recommended, and the City Council of the City of Woodburn adopted, the Woodburn
Urban Renewal Plan ("the Plan") on Augustl3, 2001; and
WHEREAS, Section 301 of the Plan details the Agency's stated Urban Renewal Goals,
Goal F of the Plan seeks to maintain and enhance safety in the renewal area and to ensure
that public safety facilities within the renewal agency are adequate to support and protect
existing and proposed development in the renewal area; and
WHEREAS, Section 600 of the plan includes a description of the projects to be
undertaken, and authorizes at Subsection A 7 the improvement or construction of safety-
related public facilities within the urban renewal area; and
WHEREAS, the Report on the Plan, dated July 13, 2001 provides a fiscal analysis of the
Plan and identifies $1,135,000 to Upgrade Fire Protection Services in the renewal area;
and
WHEREAS, ORS 457.085 (2) (j) requires that an urban renewal plan include for a
project with includes a public building, an explanation of how the building serves or
benefits the urban renewal area: and
WHEREAS, an amendment to the Plan is necessary to include the statement required by
ORS.457.085 (2) (j) before the Agency proceeds to support a Fire Station remodel
project; and
WHEREAS, under the terms of the Plan, amendments are defined as "substantial",
"major" and "minor"; and
WHEREAS, Section 900 (D) of the Plan provides for minor amendments or changes to
the Plan which may be approved by resolution of the Agency, including amendments to
clarify language, add graphic exhibits, make modifications in the scope or location of
improvements authorized by the Plan, or other such modifications which do not change
the basic planning or engineering principles of the Plan; and
WHEREAS, pursuant to Section 900, this constitutes a minor plan amendment that may
be approved by resolution of the Agency.
NOW THEREFORE, BE IT RESOLVED BY THE URBAN RENEWAL AGENCY OF
THE CITY OF WOODBURN AS FOLLOWS:
Section 1: Section 600 is amended to add a new subsection 600 A 7 (a) at the conclusion
of the existing Subsection 600 A 7:
"Project Area Benefit from Expansion of Woodburn Fire District Station
Main Station. The Woodburn Urban Renewal Agency has reviewed the
following construction project proposed by the Woodburn Fire District for Urban
Renewal funding:
Remodeling the dormitory area of the station and related restroom, bathing,
dining, and day-room facilities. This is 3,672 s.f. of remodeled area at an
estimated cost of $1,000,000. Improvements are needed to handle overcrowding
and staff needs anticipated from new growth, and increased activity in the
District.
The Woodburn Urban Renewal Agency finds that this project will directly benefit
the Woodburn Urban Renewal Area and is important to carrying out the
objectives of the Urban Renewal Plan. Section 301 of this Plan states the Goals
and Objectives of the Plan. The remodel of Woodburn Fire District Main Station
will benefit the Urban Renewal Area by contributing to the accomplishment of the
following goals and objectives:
Planned new construction in the Urban Renewal Area will create a need for
expanded Woodburn Fire District facilities and additional personnel. These
facilities and personnel are critical to attracting and promoting private
development, improving the fire safety of new and older buildings in the area,
supporting and protecting existing and proposed properties in the renewal area
(Goals A , B, and F of the Urban Renewal Plan).
Further, the Woodburn Urban Renewal Agency finds that improvements to the
Woodburn Fire District's main station will serve and benefit the Urban Renewal
Area because the improvement are contained within the district boundaries, is
close to properties inside the urban renewal district, and will allow the Woodburn
Fire District to provide more rapid, efficient fire and emergency service response
to properties within the Urban Renewal Area. Since the Urban Renewal Area
captures taxes that would otherwise go directly to the Woodburn Fire District, it is
necessary for the Urban Renewal Agency to assist the Fire District with this
project to ensure the Urban Renewal Area's plans and objectives are
accomplished."
