Finance Director Gillespie stated that following ~he May 19, 20~7 heasing, the Urban
Renewal Budget Committee recommended t~e fiscal year 2007-08 budget which is
included in th~is agenda packet. The budge~ tota~s $2,375,~95 wh~ch wil~ fund the
completian af Front S~reet, pays ~he debt ser~ice on the bank ~oan, and provzde for
adequate reserves for bond indebtedness.

It is recammended #he Urban Renewa~ Agency adopt fihe a~tached resolution,
approving a minor amendment to ~he Woodburn Urban Renewal Pfan.
BACKGR~UND:
The City Council inc~uded the Main Station of ~he Woodburn Fire District in #he
Urban Renewal area when the Urban Renewal Plan was ado~~ed in 24~1, so
$1,135,000 could be prov~ded #o the Woodburn Fire Dis~rict ~o help support the
Dis~ri~t's cost to expand and remodel the Sta~ion. That amount represents 5
per~ent of the total es~imated ur~an renewa~ proceeds ~f $22.7 million, and was
dedicated to the District in recognition of the tax revenues ihat ihe Agen~y
shifts away from ~he District to support urban renewal activities. The Urban
Renewal Plan was written to include public safety facilifiies among the projects it
can fund with urban renewal p~oceeds. The "Report on the Plan" which
provides the technical and financial analyses needed to support the Plan a~sa
included $1,135,040 for Fire improvements. ,
The Distr'rc~ passed a bond severa~ years to expand the Main Sfa~ion. Proceeds
were n~t sufficient, however, #o complete the projecfi. Approximately
~ 1,000,000 more is needed ~o remodel dorm~to~ies and supporting area.
The District has asked for urban renewal funds to complete ~his ~vork, pursuan~ to
agreements ~eached when the Urban Renewa~ P1an was adopted. Ci#y Staff
has suggested the Dist~ict borrow funds needed ~o complete the Station project
and use, ~hrough an interagency agreement, urban renewal fund~ng to mee~
debt service ob~iga~~ons on that borrowing. Based on an~i~ipated bo~rowing of
$1,400,~00, City staff ~ecommends budgeting approxima~ely $7~,9~0 a year for
this purpose beginning in 2~0~-1~ and continuing through 2~25 when the Urban

a number of limitations intended io prevent urban renewal agenc~es ~rom
misusing monies tha~ were shifted away from ather taxing entities,

made to ~he Plan, and how each must be noticed, considered, and approved.
A minar amendment of ~his iype, where the change represents only a
clarification af ~he ex~sting Plan, can be addr~ssed by the Agen~y at a regular
meetin~, by adopting an enab~ing resolution. Prepared, .#or your consideratinn

A RES~LUTI~N APPRaVING A MIN~R CHANGE T4 THE W4~DBURN URBAN
RENEWAL PLAN, SECTI~N G00
WHEREAS, the Urban Renewal Agency af the City of Woodburn is pregared to support
an urban renewal project to fund a portion of a public safety facility improvement,
specifically the remodel and expansion of the ~Voodburn Fire Dis~rict station located at
1776 Newberg Hwy which ~s located within the urban renewal plan area; and
WHEREAS, the Urban Renewa~ Agency of t~e City of Woodburn ~"Agency"} approved
and recommended, a,nd ~he City Council of the Ci~y of ~Vaodburn a~opted, ~he Woodburn
Urban Renewa~ Plan ~"the Pla,n"} on August 13, ~tiU 1; and
WHEREAS, Sect~on 3~1 of the Plan details ~he Agency's stated Urban Renewal Goals,
Goal F of the Pian seeks to maintain and enhance saf~ty in the ~enewa~ area and to ensure
that public safety facilities within the renewa~ agency are adequate to support and protec~
existing and praposed deve~oprnent in the renewa~ area; and
V~HEREAS, Section b00 of the p~an includes a description of ~he pro~ects to be
undertaken and au~hor~zes at Subsection A 7 the improvement or construct~on of safety-
~
reiated public faci~ities wi~hin the urban renewal area; and
WHEREAS, the Report on the Plan, dated July 13, 2001 provides a fiscal analysis of the
Plan and identifies $1,13 5,0~4 to Upgrade Fire Protect~on Services in the ~enewal area;
~
and
WHEREAS, ~RS 457.~85 ~2) (j} requires that an urban renewal plan include for a
project w~th includes a pub~ic building, an explanation of how the building serves or
benefits ~he urban renewal area: and
WHEREAS, an amendment to the Plan is necessary ~o include the statement required by
ORS.457.085 ~~} ~j} befare the Agency proceeds ~o sup~rt a Fire Station remodel
project; and
WHEREAS, under the ~erms of the Plan, amendments are defined as "substantial",
"major" and "minar"; and
WHEREAS, Section 900 ~D} of the Plan provules for minor amendments or changes to
the Plan which may be approved by resolu~on of the A~ency, includ~ng amendments to
clarify language, add graphic exhibits, make modifications in ~he scope or location of
impravements author~ze~ by ~he Pla~, or other such modifications which do not change
the basic planning or engineer~ng pr~nciples of the Plan; and
WHEREAS, pursuant to Sect~on 9U4, this constitutes a minor plan amendment ~hat may
be approved by resolution of the Agency.
NOW THEREFQRE, BE ~T RES~LVED BY THE URBAN RENEWAL AGEN~Y OF
THE CITY ~F W~~DBURN AS F~LL~VLIS:
Section 1: Section b00 is amended to add a new subsection 600 A 7~a} at the conclusion
of the existing Subsection 600 A 7:
"Project Area Benef~t from Expansion of ~oodburn Fire District Station
Main Station. The Woodburn Urban Renewal. Agency has reviewed the
following ~onstzuction proj ect proposed by ~ie Woodburn Fire Distr~ct for Urban
Renewal fund~ng:
Remodeling the dormitory area of t~e s~a~ion and related restroom, bathing,
dining, and day-room facilities. This is 3,672 s.f. of remode~ed area at an
estimated cost of $l,~~p,0U0. Improvements are needed to hand~e overcrowding
and staff needs anticipated from new g~owth, and increased activity in ~he
District.
The Woodburn Urban Renewal Agency f nds that this project will directly benefi~
the Woodburn Urban Renewal Area and is important to carrying out ~he
objectives of the U~bar~ Renewal Plan. Section 301 of this P~an states the Goals
and (]bjectives of ~he Plan. The remodel of Woodburn Fire District Main Statian
will benef~t the Urban Renewal Area by contribu~ing to ~he accomplishment of ~he
following goals ar~d object~ves:
Planned new constructi~n in the Urban Renewal Area wi~~ create a need for
expanded ~oodburn Fire Distr~ct facilitie5 and additional personnel. These
facxlities and personnel are cr~t~ca1 to attracting promot~ng private development,
improving the fire safety of new and older bu~ldings in t~e area, supporting and
protecting exis~ing and proposed properties in the renewal ar~a ~Goals A, B, and
F of the Urban Renewal Plan}. '
Further, the Woodburn Urban Renewal Agency finds ~hat improvements to ~he
V~'oodburn Fire Dis~ri~c~'s main sta~~on wi~l serve and benef~t the Urba~a Renewal
Area because the improvement are contained wit~in #he district boundaries, is
close to proper~ies inside the urban ren~wal district, an.d will allow the Woodburn
Fire District to provide more rapid, efficient fire and emer~ency service response
to properties with~n the Urban Renewal Area. Since the Urban Renewal Area
captures taxes that would otherwise go d~rectly to ~he Woodburn Fi~e District, it is
necessary for the Urban Renewal A$ency to assist the Fire D~strict wi~h this
project to ensure the Urban Renewal Area's plans and ob~ectives are
accomp~ished."
