Chair Member Member Member Member Member Member Figley Bjelland Cox McCallum Nichols Sifuentez Veliz Present Present Present Present Absent Present Present Staff Present: City Administrator Brown, City Attorney Shields Chair Figley stated that she wanted to declare that she owned a business located within the Urban Renewal District and had been advised by the Oregon Government Standards and Practices Commission that she did not have a general conflict of interest because of the class exception. However, even though she has received this advice, she will continue to monitor her participation in issues coming before the agency on a case-by-case basis. Board Member Veliz stated that he wanted to declare that he lives within the urban renewal district. Motion to approve the Urban Renewal Agency minutes of April 9, 2001 and August 13,2001. The motion passed unanimously. BJELLAND/MCCALLUM... confirm the appointments to the 2003-2004 Urban Renewal Agency Budget Committee as submitted by Chair Figley in her April 9, 2003 memorandum. June 4, 2003 TO: Mayor and City Council through City Administrator FROM: Ben Gillespie, Finance Director SUBJECT: Public Hearing to Consider the Woodburn Urban Renewal Agency's 2003-04: Budget RECOMMENDATION: Upon completion af the hearing before the Board of the Woodburn Urban Renewal Agency, staff recommends that the Board authorize staff to draft a budget ordinance based on the Budget Committee's recommendation. BACKGROUND: On May 28, 2003 the Budget Committee concluded their hearing on the Woodburn Urban Renewal Agency's 2003-04 budget and unanimously recommended that the budget document be forwarded to the Urban Renewal Agency for the next phase of the budget process. As required by Oregon Budget Law, the notice of this hearing date, along with the financial summary, was published in The Woodburn Independent on June 4, 2003. The financial summary documents the Woodburn Urban Renewal Agency budget totaling $105,000. DISCUSSION: None. FINANCIAL IMPACT: The proposed budget is consistent with the budget policies adopted by the Budget Committee in January 2003. Agenda Item Review: City Administra City Attorney !\l1.,.')
