CONVENED. The Urban Renewal Agency meeting convened at 6:45 p.m. with
Chairperson Jennings presiding.

0020 Administrator Brown provided a status report on the Urban Renewal plan and a report on
the plan which were prepared by the consultant, Urban Renewal Planning Committee,
and staff. Administrator Brown indicated that the Agency was not being asked to receive,
comment, or act on the plan or the report on the plan, but only to refer the documents to
the Planning Commission and affected taxing districts. He stated that there will be a
public meeting on Thursday, July 12t\ before the Planning Commission to review the
plan and referring their comments back to the City Council. Following receipt of their
comments, the City Council will hold an Urban Renewal Agency meeting and, during the
regular Council meeting, hold a public hearing on the plan at which time comments from
the Commission and affected taxing bodies will be submitted into the record.
Board member Figley stated for the record that she is a property owner in the affected
district, however, she is taking part in making this motion because the issue is referral
only.
FIGLEY/SIFUENTEZ... refer the Woodburn Urban Renewal Plan and report to the
Planning Commission for comment and its recommendation to the Woodburn City
Council; and forward the Plan and Report to the governing bodies of each district affected
by the Plan. The motion passed unanimously.

0020 Board member Figley stated that she is the owner of property located at 171 Grant Street
which is within the proposed Urban Renewal area. Due to the nature of the subject
matter on the agenda and, due to an opinion that she received from the Government
Standards and Practice Committee, she was not certain whether the action taken at this
meeting would result in a potential or actual conflict of interest on her behalf. Therefore,
she declared that she would refrain from taking any part in the discussion or in the vote.
0065 WOODBURN URBAN RENEWAL PLAN AND REPORT.
Administrator Brown stated that a copy of the draft of the Urban Renewal Plan (dated
July 9,2001) and the Report on the Plan (dated July 13,2001) was provided to the Board
in the agenda packet. The Plan was developed in conjunction with an Urban Renewal
Planning Committee, the City Administrator, and Consultant Charles Kupper of Kupper
& Spencer. The Urban Renewal Planning Committee was a broad based group of
individuals who represented interests in the area, individuals affected by the area, and by
the taxing bodies who would be forgoing a portion of their tax growth in order to finance
urban renewal activities. This plan was completed in June 2001 and 'referred to the
Planning Commission and to affected taxing districts. The Commission and agencies
were notified on June 13,2001 and certified return receipts were received by the City
showing that the Plan had been delivered to the affected taxing districts. The Planning
Commission considered the report at their July 12,2001 meeting. Staff is submitting the
plan and report for Board consideration and, following review of the documents,
recommending that the plan and report be forwarded to the City Council. He stated that
