Minutes - 08/13/2001 URBAN RENEWAL AGENCY MINUTES AUGUST 13,2001 TAPE READING 0000 DATE. COUNCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION, STATE OF OREGON, AUGUST 13,2001. CONVENED. The Urban Renewal Agency meeting convened at 6:30 p.m. with Chairperson Jennings presiding. 0000 ROLL CALL. Due to the nature of the subject matter on the agenda and, due to an opinion that she received from the Government Standards and Practice Committee, she was not certain whether the action taken at this meeting would result in a potential or actual conflict of interest on her behalf. Therefore, she declared that she would refrain from taking any part in the discussion or in the vote. 0065 WOODBURN URBAN RENEWAL PLAN AND REPORT. Administrator Brown stated that a copy ofthe draft of the Urban Renewal Plan (dated July 9,2001) and the Report on the Plan (dated July 13, 2001) was provided to the Board in the agenda packet. The Plan was developed in conjunction with an Urban Renewal Planning Committee, the City Administrator, and Consultant Charles Kupper of Kupper & Spencer. The Urban Renewal Planning Committee was a broad based group of individuals who represented interests in the area, individuals affected by the area, and by the taxing bodies who would be forgoing a portion of their tax growth in order to finance urban renewal activities. This plan was completed in June 2001 and referred to the Planning Commission and to affected taxing districts. The Commission and agencies were notified on June 13,2001 and certified return receipts were received by the City showing that the Plan had been delivered to the affected taxing districts. The Planning Commission considered the report at their July 12, 2001 meeting. Staff is submitting the plan and report for Board consideration and, following review of the documents, recommending that the plan and report be forwarded to the City Council. There were no comments received from any of the taxing districts within the last month except for Marion County. He stated that he had met with the Marion County Commissioners last Thursday (August 9, 2001) and to date they have not provided the Board any written comments or recommendations. They did indicate concern with the tax implications ofthe plan on their revenues over the next 24 years, however, they also indicated that they were not opposed to Woodburn making the kinds of improvements that are shown in the report. The Plan was prepared consistent with all of the applicable provisions ofORS 457. The Plan calls for approximately $23 million in expenditures over the next 24 years that are intended to achieve the goals stated within the Plan document. The primary interest is to eliminate the blighting conditions that currently exist within the area bounds and to make necessary improvements that will improve the infrastructure, and increase the social and economic viability of the area. The boundary lines were established following a public visioning session in February 2001 and following several public meetings with the Urban Renewal Committee. In order to pay for the projects, there is a maximum indebtedness amount of$29.3 million. Calculation of the maximum indebtedness was calculated in today's dollars rather than the future value of money. Notice of the public hearing scheduled for this date before the City Council at their regular meeting has been published in a newspaper of general circulation and a letter was sent to every property owner about 3 weeks ago. To date, there have been about 18 inquiries via telephone, e-mail, or at City Hall. 0429 BJELLAND/NICHOLS.... receive the Woodburn Urban Renewal Plan and Report on the Plan and the comments and recommendations of taxing bodies affected by the Plan, and that the Agency adopt the resolution approving the Woodburn Urban Renewal Plan and Report on the Plan, forward it to the Woodburn City Council with a request that the Council conduct a public hearing on an ordinance adopting the Woodburn Urban Renewal Plan.
