ANNOUNCEMENTS
The July 23 City Council meeting/Community Barbecue will take place at Centennial Park at
5:30 p.m.
Mayor Figley announced that Communications Coordinator Jason Horton is leaving the City
for a job with the Oregon Secretary of State. She thanked him for his work for the City and
the community.
SWEARING-IN CEREMONY
Woodburn Police Chief Ferraris administered the oath of office to new Woodburn Police
Officers Brendan Darby and Darlyn Chester.
Mayor Figley called for a 15-minute break.
CONSENT AGENDA

Lonergan/Schaub... adopt the Consent Agenda. The motion passed unanimously.
COUNCIL BILL NO. 3072—A RESOLUTION ADOPTING AND APPROVING THE
2017 WATER SYSTEM MASTER PLAN FOR THE CITY OF WOODBURN
Lonergan introduced Council Bill No. 3072, City Recorder Pierson read the bill by title only
since there were no objections from the Council. On roll call vote for final passage, the bill
passed unanimously. Mayor Figley declared Council Bill No. 3072 duly passed.

New Water System Development Charges Based Upon Methodology Report
A Public Hearing to consider input on new water system development charges based upon the
Methodology Report. Mayor Figley declared the hearing open at 7:30 p.m. for hearing public

Works Director Liljequist provided a staff report. Deb Galardi, with Galardi Rothstein Group,
provided an overview of the water SDCs.Mayor Figley asked if anyone from the public would
like to speak on this subject. No members of the public wished to speak in either support or
opposition, Mayor Figley declared the hearing closed at 7:43 p.m.
COUNCIL BILL NO.3073—AN ORDINANCE AMENDING ORDINANCE 2070 THE
SYSTEM DEVELOPMENT CHARGE ORDINANCE TO INCLUDE NEW WATER
SYSTEM DEVELOPMENT CHARGES BASED UPON AN UPDATED SDC
METHODOLOGY REPORT AND SETTING AN EFFECTIVE DATE
Lonergan introduced Council Bill No. 3073. City Recorder Pierson react the bill twice by title
only since there were no objections from the Council. On roll call vote for final passage, the
bill passed unanimously. Mayor Figley declared Council Bill No. 3073 duly passed.

A Public Hearing to consider input on LA 2018-01, amending the Planned Unit Development
Provisions of the WDO. Mayor Figley declared the hearing open at 7:46 p.m. for hearing
public input on LA 2018-01, amending the Planned Unit Development Provisions of the
WDO. Community Development Director Kerr provided a staff report on the proposed
amendments. Mayor Figley asked if anyone from the public would like to speak on this
subject. No members of the public wished to speak in either support or opposition. Mayor
Figley declared the hearing closed at 8:08 p.m.
COUNCIL BILL NO. 3075 — AN ORDINANCE AMENDING WOODBURN

Affordable Housing Projects as required by State Statute.

Statute_ Mayor Figley declared the hearing open at 8:10 p.m. for hearing public input on LA
2018-02, amending the WDO to Allow for Accessory Dwelling Units and Certain Affordable
Housing Projects as required by State Statute. Community Development Director Kerr
provided a staff report on the proposed amendments. Mayor Figley asked if anyone from the

COUNCIL BILL NO. 3076 -- AN ORDINANCE AMENDING WOODBURN
DEVELOPMENT ORDINANCE DO SECTIONS 1.02,2.02,2.06,2.07,AND 4.01.05
TO ALLOW FOR ACCESSORY DWELLING UNITS AND CERTAIN
AFFORDABLE HOUSING PROJECTS (LA 2018-02)
Lonergan introduced Council Bill No. 3076. City Recorder Pierson read the bill twice by title
only since there were no objections from the Council. Councilor Lonergan stated that he would
like to see at least one of the dwellings be owner occupied. Councilor Ellsworth agreed and
added that the dwelling must be owner occupied at the time of application as that is something
we can enforce. Councilor Morris stated that he feels like we are making this as hard as
possible to prevent ADUs from happening and added that he supports allowing ADUs and
would like to see fewer restrictions. Councilor Schaub stated that she would like to give it a
year and see what happens with the amendments: City Attorney Shields recommended that
the Council give staff some policy direction in the form of a motion and direct staff to modify
the ordinance being considered and have staff bring a modified version back to Council.
Lonergan/Carney...modify Council Bill 3076 to add an occupancy restriction in the
allowance of accessory dwellings that one of the two units is occupied by the owner of the
property. The motion passed unanimously.
Councilor Morns made a motion to exclude ADUs from the lot coverage percentage but keep
the restriction for the size. Councilor Carney stated that he does not agree with excluding
ADUs from the lot coverage percentage and believes it should remain as is. There was no
second to the motion.
Community Development Director Kerr stated that he believes he understands what the
Council is looking for and will come back with a couple of options for the Council.
LEASING SPECIALISTS LLC CONTRACT AWARD
Lonergan/Morris...as the Local Contract Review Board, award a police vehicle lease
contract to Auto Leasing Specialists LLC (dba Leasing Specialists LLC) and authorize the
City Administrator to sign the police vehicle lease contract. The motion passed unanimously,
TEMPORARY ENCROACHMENT EASEMENT
Lonergan/Morris... authorize the City Administrator to grant a Temporary Encroachment
Easement to Andrey Feoktistov. The motion passed unanimously.
CALL-UP BRIEFING: PLANNING COMMISSION APPROVAL OF DESIGN
REVIEW AND VARIANCE APPLICATIONS FOR SALEM HEALTH CLINIC AT
WOODBURN STATION 105 ARNEY RD STE 130 DR 2018-03 & VAR 2018-01
The City Council declined to call this item up for review.
CITY ADMINISTRATOR'S REPORT
City Administrator Derickson stated that he will be attending the OCCMA conference this
week,

Mayor Figley invited the community out to the Basset Hound Games on Sunday at 10:30 a.m.

at Legion Park.
Councilor Ellsworth stated that she is looking forward to the next meeting at Centennial Park.
Councilor Schaub stated that she is sad that she will miss the next Council meeting and added
that on June 25 she attended a tour of Woodburn with some teachers from around the country.
She stated that she got inspired from that tour to get the sidewalks and planters cleaned up
downtown.
