0:00 ANNOUNCEMENTS
A. City Hall will be closed November 23 and 24 for the Thanksgiving Holiday. The
Library and Aquatic Center are closed on Thanksgiving Day.
B. The City Council meeting scheduled for November 27, 2017 is cancelled. The next
City Council meeting will take place on December 11, 2017 at 7:00 p.m.

Lonergan/Schaub... adopt the Consent Agenda. The motion passed unanimously.
0:02 DELIBERATION ON WOODLAND CROSSING(ANX 2017-03)
Mayor Figley reminded everyone that testimony has been closed and thanked those that
testified in front of the City Council and Planning Commission and that the proposal has been
improved by the comments and concerns received. Councilor Lonergan stated that at the
beginning of the last meeting there was a point where declarations were made and he didn't
think he had any, however, he knows the Sprague family but was unaware that they were
selling the property until halfway through the presentation. He added that he had no
preconceived notions about this project. Community Development Director Kerr provided a
brief overview of the project and the additional measures offered by the applicant since the
last hearing. Garrett Stephenson, attorney for the applicant, stated that they support the
conditions that they have worked with staff to achieve. Mayor Figley asked Interim Public
Works Director Liljequist to give his professional judgement on whether flooding will be an
issue in this area after the project is built and Mr. Liljequist answered that based on the

information they have he does not foresee any problems with flooding and added that they
will do their due diligence when this is being finalized.
Councilor Lonergan stated that this is a big project and he appreciates all the work that was
done on this project and appreciates the developer listening to the concerns of the
neighborhood. He added that he is in favor of this project.
Councilor Serratos stated that he has concerns about the traffic and that he would like to see
strategic planning done in that area due to the development that will be occurring. He added
that overall he believes the developer has met the criteria and he has no basis to oppose the
project and that his concerns have been addressed.
Councilor Schaub stated that the City needs to think about development in the future and that
the developer has met all the requirements and that she is in favor of the project.
Councilor Ellsworth stated that there is a housing shortage in Woodburn and that adding a
complex like this will help alleviate that shortage. She does have concerns about the
connectivity in West Woodburn and infrastructure as the City grows.
Mayor Figley stated that she supports this project and appreciates the concessions made by
the developer.
Lonergan/Serratos...accept staff recommendation on Woodland Crossing ANX 2017-03
with the stipulations that staff has presented to us and that the $50,000 being offered by the
applicant is designated to remain in that area and not be placed in the general fund and come
back to our next meeting with a final order. On roll call vote the motion passed unanimously.
0:46 COUNCIL BILL NO. 3045 — A RESOLUTION ENTERING INTO AN
INTERGOVERNMENTAL AGREEMENT WITH MARION COUNTY REGARDING
A SPECIAL WEAPONS AND TACTICS SWAT TEAM AND AUTHORIZING THE
CITY ADMINISTRATOR TO SIGN SAID AGREEMENT
Lonergan introduced Council Bill No. 3045. Recorder Pierson read the bill by title only since
there were no objections from the Council. Police Chief Ferraris provided a staff report.
Marion County Sherriff Jason Myers spoke about the importance of this partnership. On roll
call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill
No. 3045 duly passed.

0:59 COUNCIL BILL NO.3047-AN ORDINANCE AMENDING ORDINANCE 2460THE
SOLID WASTE MANAGEMENT FRANCHISE TO EXTEND SAID ORDINANCE
UNTIL FEBRUARY 25 2018 AND DECLARING AN EMERGENCY
Lonergan introduced Council Bill No. 3047. Councilor Lonergan recused himself from
voting. Recorder Pierson read the bill twice by title only since there were no objections from
the Council. On roll call vote for final passage, the bill passed unanimously with Councilor
Lonergan not voting. Mayor Figley declared Council Bill No. 3047 duly passed.
1:00 COUNCIL BILL NO. 3048 - A RESOLUTION AWARDING A SOLE SOURCE
CONTRACT TO AXON ENTERPRISE INC. FOR THE PURCHASE OF THE
COMPANY'S "OFFICER SAFETY PLAN" SERVICE THAT WILL PROVIDE
BODY CAMERA AND TASER EQUIPMENT UPGRADES FOR THE WOODBURN
POLICE DEPARTMENT AND ADOPTING FINDINGS
Lonergan introduced Council Bill No. 3048. Recorder Pierson read the bill by title only since
there were no objections from the Council. On roll call vote for final passage, the bill passed
unanimously. Mayor Figley declared Council Bill No. 3048 duly passed.
1:01 COUNCIL BILL NO.3049-A RESOLUTION AUTHORIZING THE PURCHASE OF
PROPERTY LOCATED AT 294 OAK STREET AND AUTHORIZING THE CITY
ADMINISTRATOR TO EXECUTE A PURCHASE AND SALE AGREEMENT AND
ESCROW INSTRUCTIONS
Lonergan introduced Council Bill No. 3049. Recorder Pierson read the bill by title only since
there were no objections from the Council. Assistant City Administrator Row provided a staff
report. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared
Council Bill No. 3049 duly passed.
1:04 CITY ADMINISTRATOR'S REPORT
City Administrator Derickson stated that he went to an excellent leadership training last week
and appreciates being able to attend. He added that the Woodburn boys' soccer team won the
championship again and that he would like recognize there at the December meeting.
1:06 MAYOR AND COUNCIL REPORTS
Councilor Serratos stated that he is impressed with the Woodburn soccer team and glad they
are coming in December.
Councilor Lonergan concurred with Councilor Serratos and congratulated the high school.
Mayor Figley also congratulated the soccer team.
Councilor Ellsworth asked when the tree lighting would be and was told it would be December
3. Councilor Ellsworth added that the Tourism Advisory Committee has a great website and
she would like to see a link to it on the City's website.
Councilor Schaub stated that she is proud of Woodburn's soccer team and wishes everyone a
