Ord 2546 - Amending Ordinance 2285 COUNCIL BILL NO. 3043 ORDINANCE NO. 2546 AN ORDINANCE AMENDING ORDINANCE 2285 (THE REGULATION OF MOTOR VEHICLES, BICYCLES, AND PEDESTRIAN TRAFFIC WITHIN THE CITY OF WOODBURN) TO MODIFY THE AUTHORIZATION FOR ENFORCEMENT PROVISION TO ALLOW FOR VOLUNTEERS TO ENFORCE DISABLED PARKING LAWS IN THE CITY WHEREAS, Subject to state law, the City Council constitutes the City road authority under ORS 810.010 and is empowered with all municipal traffic authority for the City; and WHEREAS, the Woodburn City Council adopted Ordinance 2285 establishing and providing for the regulation of motor vehicles, bicycles, and pedestrian traffic within the City of Woodburn; and WHEREAS, Section 7 specifies certain individuals that have authority to enforce provisions of the Traffic Ordinance; and WHEREAS, the City Council has determined that giving trained parking patrol volunteers authority to enforce and issue citations for violations of certain disabled parking laws is in the best interest of the City; and WHEREAS, the City Council has determined that to effectuate such a grant of authority in enforcement, Section 7 of the Traffic Ordinance should be amended to allow for volunteer patrols; NOW, THEREFORE, THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. Section 7 of Ordinance 2285 is amended to read as follows: Section 7. Authority to Enforce Ordinance. Police officers as defined by QRS 801 .395 and all other City employees and parking patrol volunteers designated by the City Administrator have the authority to enforce the provisions of this Ordinance to all City of Woodburn owned or operated property, highways as defined by ORS 801 .305, and all private streets within the City limits specifically noted by this Ordinance. The City Administrator may authorize a volunteer or volunteer patrols to issue parking citations on behalf of the city as a part of an organized program administered through the City's police department.
