ROLL CALL Mayor Figley Present Councilor Carney Absent Councilor Lonergan Present Councilor Schaub Present Councilor Morris Present Councilor Ellsworth Present Staff Present: City Administrator Derickson, City Attorney Shields, Assistant City Administrator Row, Police Chief Ferraris, Interim Public Works Director Liljequist, Economic Development Director Johnk, Community Relations Manager Gutierrez-Gomez, City Recorder Pierson 0:00 ANNOUNCEMENT The City Council meeting scheduled for July 10, 2017 is cancelled. The next City Council meeting will take place July 24, 2017 at 5:30 p.m. at Centennial Park. Mayor Figley announced that there will be a meet and greet with Ward 1 candidate Juan Carlos Seirato at Souls Harbor Church on June 29"' from. 6 to 7:30 p.m. 0:03 APPOINTMENTS Lonergan/Schaub... approve the appointments of Carisa Rangel Gottuso, Lisa Ellsworth, Hythum Ismail, Paul Iverson, Camron Settlemier, Robby Truong, Kayla Waldron, Renee Willer to the Woodburn Tourism Advisory Committee. The motion passed unanimously. 0:04 PRESENTATIONS West Hayes Street— Interim Public Works Director Liljequist provided a presentation on the options for West Hayes Street improvements. Council provided comments and questions periodically throughout the presentation. Mike Huarte, 612 N. Cascade, an owner of Driftwood Mobile Estates, stated that tenants are willing to work with the City and he wants to be sure that no homes are forced to be moved and that narrower is better. Maxine Fitzgerald, 612 N. Cascade Dr., stated that they have very little yard space right now and that if the arborvitae and fence go they will no longer have any privacy. She added that she takes great pride in her yard and would hate to see it go. She asked when the improvements will start. Mayor Figley stated that it wouldn't happen until next summer and wouldn't happen without getting community input. Frank Pinkal, 612 N. Cascade, stated that his house is right by the fence and that if the fence is removed he will get more garbage in his yard. Lee Elyea, 612 N. Cascade, stated that she wants these people protected and isn't concerned about the arborvitae being removed as muck as the fence, however, if the fence was torn down requested a temporary fence to go up during the improvements. Councilor Lonergan stated that its part of the transportation plan. Steve Clark, states that he drives a street legal golf cart and would like to see the bike lanes take golf carts. There was a consensus of the Council to go with Option #1 in regards to width and Option #1 in regards to the intersection. RECESS Mayor Figley called for a short recess. 1:08 BUSINESS FROM THE PUBLIC Miguel Salinas, 2076 S Willamette, West Linn, provided a letter to City Council regarding the Fiesta Mexicana and its history. He stated that the website for Fiesta Mexicana looks good but has concerns about it being called the McDonald's Woodburn Fiesta Mexicana and that what that means may not be clear to people. If there are going to be sponsors it should be clear that they are sponsors. Elvira Arce, 5419 Windsor, stated that she was a member of the Woodburn Club Latino Americano which sponsored the Fiesta Mexicana. She added that the club is no longer around but it left a foundation for the Fiesta. She questions why the City of Woodburn has not given the club the credit it is due. 1:21 CONSENT AGENDA A. Woodburn City Council minutes of June 12, 2017, B. Crime Statistics through May 2017. Lonergan/Schaub... adopt the Consent Agenda. The motion passed unanimously. 1:22 COUNCIL BILL NO. 3036 - A RESOLUTION ADOPTING THE CITY OF WOODBURN REPRESENTATION IN THE UPDATES TO THE MARION COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN Lonergan introduced Council Bill No. 3036-Recorder Pierson read the bill by title only since there were no objections from the Council. Kathleen Silva, with Marion County Emergency Management, spoke on the importance of the Multi-Jurisdictional Hazard Mitigation Plan. On roll call vote for final passage,the bill passed unanimously.Mayor Figley declared Council Bill No. 3036 duly passed. 1:30 INTERGOVERNMENTAL AGREEMENT FOR SCHOOL RESOURCE OFFICERS Lonergan/Ellsworth... authorize the City Administrator to sign a new Intergovernmental Agreement (IGA) with the Woodburn School District for School Resource Officer services. The motion passed unanimously. 1:31 TRANSIT VEHICLE MAINTENANCE AND REPAIR ACCEPTANCE OF PROPOSAL Lonergan/Ellsworth... authorize the City Administrator to accept the proposal of Woodburn Carcraft for transit vehicle maintenance and repair services. The motion passed unanimously. CITY ADMINISTRATOR'S REPORT The City Administrator announced that the splash pad is going live tonight. He added that the Page 2 - Council Meeting Minutes, June 26, 2017 COUNCIL MEETING MINUTES JUNE 26, 2017 alleyway tour will be postponed since it is starting to get dark outside. 1:32 MAYOR AND COUNCIL REPORTS Mayor Figley wished everyone a safe and happy 41h of July and that there are excellent fireworks here in Woodburn. She added that in this hot weather remember not to leave children or pets in vehicles and to check on vulnerable neighbors, Councilor Ellsworth announced that the July 4 lb Kiwanis chuck wagon breakfast will be at Legion Park and there will be fireworks at Centennial Park which will include music and vendors. She added that Relay for Life will take place at Centennial Park the weekend after the fourth and that there are new restaurants at the outlet mall. Councilor Schaub stated that the Father's Day event downtown was fantastic. She added that there were two accidents on Oregon Way and Country Club today and she would like to see if someone could contact ODOT in regards to accident data at that location, City Administrator Derickson stated that he will have Interim Public Works Director Liljequist contact ODOT about doing an assessment on this.
