The July 24th City Council meeting/Community Barbecue will take place at Centennial Park
at 5:30 p.m.
0:01 APPOINTMENTS
Mayor Figley announced that there is still a council vacancy for Ward I and encouraged
anyone in that ward who is interested to apply. The deadline to apply will be by the end of
this week.
0:03 PROCLAMATIONS
Freemason Appreciation Week—The Mayor read a proclamation declaring June 12-18, 2017
as Freemason Appreciation Week and encouraged residents to celebrate the 1251h anniversary
of the Woodburn Masonic Lodge#106 at the July 11,2017 Music in Library Park and Masonic
Lodge Open house. Mayor Figley presented a framed copy of the proclamation to the
Woodburn Masonic Lodge#106 and called for a 15 minute break.
0:09 BUSINESS FROM THE PUBLIC
Ellen Bandelow, 199 Snaith Dr., stated that she is pleased to see the improvements that are
happening around the City and added that the City has a responsibility to the people making
those improvements by making sure homeowners and businesses are not allowed to be in
violation of code for such long periods of time.
Merrie Berlin, 167 N. Settlemier, stated that when people call to complain about ordinance
violations they are told that not much can be done because of the way the ordinance is written.
She added that perhaps the ordinances need to be reviewed by a committee and revised so the
police department has more ability to do something about the violations.

0:17 PUBLIC HEARINGS
Fiscal Year (FY) 2017-2018 State Revenue Sharing
A Public Hearing to consider input on State Revenue Sharing. Mayor Figley declared the
hearing open at 7:45 p.m. for the purpose of hearing public input on State Revenue Sharing.
City Administrator Derickson provided a staff report. Mayor Figley asked if anyone from the
public would like to speak on this subject. No members of the public wished to speak in either
support or opposition of State Revenue Sharing. Mayor Figley declared the hearing closed at
7:47 p.m.
Fiscal Year (FY) 2017-2018 City Budget Adoption
A Public Hearing to consider input on the FY 2017-2018 Budget Adoption. Mayor Figley
declared the hearing open at 7:47 p.m. for the purpose of hearing public input on the FY
2017-2018 Budget Adoption. City Administrator Derickson provided a staff report. Mayor
Figley asked if anyone from the public would like to speak on this subject. No members of
the public wished to speak in either support or opposition of the FY 2017-2018 Budget
Adoption. Mayor Figley declared the hearing closed at 7:50 p.m.
0:21 COUNCIL BILL NO. 3034 - A RESOLUTION DECLARING THE CITY OF
WOODBURN'S ELIGIBILITY AND ELECTION TO RECEIVE STATE REVENUE
SHARING
Lonergan introduced Council Bill No. 3034. Recorder Pierson read the bill by title only since
there were no objections from the Council. On roll call vote for final passage, the bill passed
unanimously. Mayor Figley declared Council Bill No. 3034 duly passed.
0:22 COUNCIL BILL NO. 3035- A RESOLUTION ADOPTING THE FISCAL YEAR FY
2017-2018 BUDGET; MAKING BUDGET APPROPRIATIONS; AND
CATEGORIZING TAXES
Lonergan introduced Council Bill No. 3035. Recorder Pierson read the bill by title only since
there were no objections from the Council. On roll call vote for final passage, the bill passed
unanimously, Mayor Figley declared Council Bill No. 3035 duly passed.
0:23 2017 OREGON MAIN STREET REVITALIZATION GRANT — BUNGALOW
THEATER AND MUSEUM RESTORATION PROJECT
Lonergan/Morris... accept the Oregon Main Street Revitalization grant in the amount of
$100,000 for the Bungalow Theater and Museum Restoration Project and authorize the City
Administrator to sign the Grant Agreement. The motion passed unanimously.
0:24 REDFLEX CONTRACT EXTENSION AMENDMENT
Police Chief Ferraris provided a staff report. Lonergan/Morris... authorize the City

Administrator to sign the attached Third Extension of the Agreement with Redflex Traffic
Systems, Inc. to provide Red Light Photo Enforcement Services. Councilor Carney asked if
Police Chief Ferraris could provide the yield that has been received on this contract at some
point. Councilor Morris stated that he supports this and would like to see it extended.
Councilor Lonergan concurred with Councilor Morris. City Administrator Derickson stated
that staff will reach out to Redflex about reevaluating other locations for red light cameras in
the City. The motion passed unanimously.
0:30 CITY ADMINISTRATORTS, REPORT'
The City Administrator stated that they will be foregoing the alleyway tour for the next
meeting since Economic Development Director Johnk is out sick and rain is expected.
0:31 MAYOR AND COUNCIL REPORTS
Councilor Carney noted that the roof above him appeared to be fixed as it was no longer
leaking.
Mayor Filey stated that the new museum looks great and is a lot of fun. She also
congratulated the class of 2017. She added that there has been a request to turn lights on the
overpass orange for the days the Beavers are playing in the College World Series and wanted
to be sure there was a consensus with the council. Councilor Lonergan was in favor.
Councilor Morris stated that citizens have been doing a good job of taking care of tall grass
this year. He also encouraged anyone in Ward I who is interested in the open council position
to apply.
