Res 2098 - Marion County Multi-Jurisdictional Hazard Mitigation Plan COUNCIL BILL NO. 3036 RESOLUTION NO. 2098 A RESOLUTION ADOPTING THE CITY OF WOODBURN REPRESENTATION IN THE UPDATES TO THE MARION COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN WHEREAS, the City of Woodburn recognizes the threat that hazards pose to people, property and infrastructure within our community; and WHEREAS, undertaking hazard mitigation actions will reduce the potential for harm to people, property and infrastructure from future hazard occurrences; and WHEREAS, an adopted Natural Hazard Mitigation Plan is required as a condition of future funding for mitigation projects under multiple FEMA pre- and post-disaster mitigation grant programs; and WHEREAS, the City of Woodburn has fully participated in the FEMA prescribed mitigation planning process to prepare the Marion County, Multi- Jurisdictional Hazard Mitigation Plan (HMP), which has established a comprehensive, coordinated planning process to eliminate or minimize these vulnerabilities; and WHEREAS, the City of Woodburn has identified hazard risks and prioritized a number of proposed actions and programs needed to, mitigate the vulnerabilities of the City of Woodburn to the impacts of future disasters within the Marion County, Multi-Jurisdictional Hazard Mitigation Plan; and WHEREAS, these proposed projects and programs have been incorporated into the Marion County, Multi-Jurisdictional Hazard Mitigation Plan that has been prepared and promulgated for consideration and implementation by the cities of Marion County; and WHEREAS, the Oregon Office of Emergency Management and Federal Emergency Management Agency, Region X officials have reviewed the Marion County, Multi-Jurisdictional Hazard Mitigation Plan and pre-approved it (dated, April 14, 2017) contingent upon this official adoption of the participating governments and entities; and Page l - Council Bill No. 3036 Resolution No. 2098 WHEREAS, the HMP is comprised of comprised of three volumes: Volume i - Basic Plan, Volume it - City Addenda, and Volume 1i1 - Appendixes, collectively referred to herein, as the HMP; and WHEREAS, the HMP is in an on-going cycle of development and revision to improve its effectiveness; and WHEREAS, City of Woodburn adopts the HMP and directs the City Administrator or his/her designee to cleveiop, approve and implement the mitigation strategies and any administrative changes to the HMP; NOW, THEREFORE, THE CITY OF WOODBURN RESOLVES AS FOLLOWS: Section 1, The City of Woodburn adopts the Marion County Multi- Jurisdictional Hazard Mitigation Plan as an official plan. Section 2. That the City of Woodburn will submit this Adopted Resolution to the Oregon Office of Emergency Management and Federal Emergency Management Agency, Region X officials to enable final approval of the Marion County Mulfi-Jurisdicfional Hazard Mitigation Plan.
