The motion passed unanimously. 0:02 PRESENTATIONS Musse Olol, president of the Somali American Council of Oregon spoke to the Woodburn City Council on the growing Somali community in Woodburn. 0:19 CONSENT AGENDA A. Woodburn City Council minutes of February 27, 2017, B. Woodburn City Council Goal Setting minutes of March 4, 2017, C. Building Activity for February 2017. Lonergan/Schaub... adopt the Consent Agenda. The motion passed unanimously. 0:20 COUNCIL BILL NO. 3027 - AN ORDINANCE PROHIBITING DOOR-TO-DOOR SOLICITATION AT RESIDENCES WITH POSTED "NO SOLICITING" SIGNS; REGULATING HOURS; PROVIDING FOR PROCEDURES AND PENALTIES• REPEALING ORDINANCE 1187; AND DECLARING AN EMERGENCY Lonergan Introduced Council Bill No, 3027. Recorder Pierson read the bill twice by title only since there were no objections from the Council. City Attorney Shields provided a staff report. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 3027 duly passed. 0:37 COUNCIL BILL NO. 3028 - A RESOLUTION DISCONTINUING THE PROGRAM FOR THE DEFERRAL OF SYSTEM DEVELOPMENT CHARGES FOR SINGLE FAMILY RESIDENTIAL DWELLINGS AND REPEALING RESOLUTION 1943 Lonergan Introduced Council Bill No. 3028. INTERGOVERNMENTAL AGREEMENT WITH MARION COUNTY City Administrator Derickson provided a staff report, Steve Pfeiffer, 1120 NW Couch, stated that he is at the meeting on behalf of Specht Development and that they are in support of this agreement. Lonergan/Schaub— authorize the City Administrator to execute the attached Intergovernmental Agreement (IGA) with Marion County coordinating future development on Butteville Road. The motion passed unanimously. 0:32 CITY COUNCIL FY 2017-18 GOALS Schaub/Morris... approve the 2017-18 City Council Goals. The motion passed unanimously. APPOINTMENT OF ADMINISTRATOR PRO TEM Schaub/Morris... appoint Assistant City Administrator Jim Row as Administrator Pro Term for the period March 25 through April 3, 2017. The motion passed unanimously. 0;33 CITY ADMINISTRATOR'S REPORT W-" The City Administrator had nothing to report. 035 MAYOR AND COUNCIL REPORTS Councilor Schaub stated that she enjoyed the goal setting session and that staff did a good job. Councilor Ellsworth stated that she would like to hear how the parks and city roads have fared during the inclement weather. Mayor Figley announced that there are two park board openings and one library board opening. Councilor Camey stated that he enjoyed the presentation on the Somali community. Councilor Veliz stated that she also enjoyed the presentation on the Somali community and added that the Police Chief is doing an outstanding job. She also proposed a resolution for inclusivity for the City and that she would like the Global Inclusion Advisory Committee to work on that resolution, 0:58 ADJOURNMENT Morris/Schaub... meeting be adjourned.
