PROCLAMATION
CHILD ABUSE PREVENTION MONTH
WHEREAS, every child deserves to live in a safe, loving and caring family
environment; and
WHEREAS,in 2015 there were 10,402 reported victims of child abuse and neglect
in Oregon, of which 27 resulted in death. Of those reported cases, 1,026 were victims in
Marion County; and
WHEREAS, we endeavor to join together as individuals, organizations, and
government agencies to prevent child abuse in our county by providing opportunities to
educate,train,and support caregivers by raising awareness of relevant topics,including child
development, basic-care skills, discipline strategies, and goal-setting for parents; and
WHEREAS, by strengthening families and providing safe, stable, and nurturing
environments that are free from violence, abuse, and neglect, opportunities are created for
children's optimal growth and success, ensuring a secure future for our communities, where
the needs of children are a priority and the needs of families are met;
WHEREAS,the City of Woodburn has arranged for the overpass lights to shine blue
during the first two weeks in April to bring attention and awareness to the issue of child
abuse and neglect in our communities.
NOW, THEREFORE, I, Kathryn Figley, Mayor of the City of Woodburn ask
everyone to join together in protecting our children, and do hereby proclaim April 2017, as
"CHILD ABUSE PREVENTION MONTH"

SUBJECT: Tourism Development Plan Six (6) Month Update
BACKGROUND:
On September 26, 2016 the City Council approved an Agreement with the
Woodburn Chamber of Commerce where the City committed Transient
Occupancy Tax for three (3) years at $50,000 per year (not to exceed $150,000).
Said Agreement defined a scope of work and the Chamber specific roles in the
Tourism Development Plan.
Upon approval of the Agreement, City Council requested a six (6) month update
on the progress made on the implementation of the Plan.
DISCUSSION:
Presentation to the City Council on the achievements made in the past six
months on the Tourism Development Plan with the collaboration between the
City of Woodburn and Woodburn Area Chamber of Commerce.
RECOMMENDATION
City Council provide input on achievements and future goals.
FINANCIAL IMPACT:
City commitment of Transient Occupancy Tax at $50,000 per year for three (3)
years.

INTERGOVERNMENTAL AGREEMENT WITH MARION COUNTY
City Administrator Derickson provided a staff report. Steve Pfeiffer, 1120 NW Couch,
stated that he is at the meeting on behalf of Specht Development and that they are in support
of this agreement. Lonergan/Schaub... authorize the City Administrator to execute the
attached Intergovernmental Agreement (IGA)with Marion County coordinating future
development on Butteville Road. The motion passed unanimously.

Councilor Schaub stated that she enjoyed the goal setting session and that staff did a good job.
Councilor Ellsworth stated that she would like to hear how the parks and city roads have fared
during the inclement weather.
Mayor Figley announced that there are two park board openings and one library board
opening.
Councilor Carney stated that he enjoyed the presentation on the Somali community.
Councilor Veliz stated that she also enjoyed the presentation on the Somali community and
added that the Police Chief is doing an outstanding job. She also proposed a resolution for
inclusivity for the City and that she would like the Global Inclusion Advisory Committee to
work on that resolution.

for Full On-Premise Sales liquor license for EI Rodeo Bar & Grill. This is a restaurant
which contains a dining room and a full service bar. The restaurant sells food for
consumption during all hours of operation.
The EI Rodeo Bar & Grill is located at 990 N. Pacific Hwy. Suite C, Woodburn,
Oregon 97071 . The hours of operation are from 10:00 A.M. to 10:00 P.M. Monday
through Thursday and 10 A.M. to 2:30 A.M. Friday through Sunday. For
entertainment the establishment includes: live music, recorded music, DJ music,
dancing, karaoke, video lottery machines, and pool tables. The live and/or DJ
music entertainment will take place Friday through Sunday 10:00 P.M. to 2:00
A.M. The Police Department has not received any communication from the

RECOMMENDATION:
This item is informational. No action is required by the City Council, unless it does
not consent to the appointment of the Municipal Judge Pro Tem.
BACKGROUND:
On February 13, 2017, the City Council appointed me to the position of Municipal
Judge.
Consistent with the Woodburn City Charter and Ordinance 2428, the Municipal
Judge may appoint one or more Municipal Judges pro tem to serve when the
Municipal Judge is ill, disqualified or otherwise unavailable. Municipal Judges Pro
Tem, when acting in that capacity, shall have all the duties and powers of the
Municipal Judge. The Council retains its authority to disapprove or terminate the
appointment of a Municipal Judge Pro Tem, with or without cause.
DISCUSSION:
Pursuant to the authority vested in me by the City Council, I have appointed Amy
B. Lindgren to the position of Municipal Judge Pro Tem, effective April 11 , 2017.
Ms. Lindgren is a member of the Oregon State Bar and meets all of the
requirements to serve as Municipal Judge Pro Tem.
FINANCIAL IMPACT:
Expenditures related to the employment of the Municipal Judge and the
Municipal Judge Pro Tem are included in the adopted FY 16-17 budget.

SUBJECT: First Street Improvements - Oak Street to Harrison Street
RECOMMENDATION
That City Council review and discuss the preferred street design options in order
for staff to move forward with planning, design and public outreach.
BACKGROUND:
On September 14, 2015 staff held a workshop with the Urban Renewal Agency to
review and discuss First Street Improvement options for design, traffic flow and
estimated costs. At that time, there was discussion on redesigning N. Front Street
and N. First Street as a couplet and reconfiguring parking to diagonal, parallel, or
a combination of both, as well as improving the parking lot on Second Street and
the alleys between Cleveland and Garfield. In addition, there was conversation
about the feasibility of undergrounding utilities, which was deemed to be cost
prohibitive. At the time of the presentation, the Urban Renewal Agency
determined that there was not sufficient URA funds available to embark upon the
First Street Improvements project and that consideration would be given at a
later date.
In April 2016, the City hired ECONorthwest to complete an Urban Renewal
Financial Forecast Analysis in order to provide clarification on future urban
renewal tax increment projections and borrowing capacity. Findings from the
Analysis were presented to the City Council at the May 23, 2016 meeting.
An additional urban renewal finance forecast was completed in March 2017 and
findings will be shared at the April 10, 2017 Urban Renewal Agency meeting.
Results of the findings reflected that urban renewal tax projections were sufficient
to support borrowing the necessary funds to complete the First Street
Improvements from Oak Street to Harrison Street.

DISCUSSION:
Staff is presenting an updated First Street Improvements presentation recapping
the options previously shared with the Urban Renewal Agency, including
updated budget estimates.
FINANCIAL IMPACT:
The updated cost estimates for the First Street Improvements from Oak Street to
Harrison Street, the alley improvements between Cleveland Street and Garfield
Street, and the rehabilitation of the downtown Second Street parking Area is
$4,470,000.

PROCLAMATION
PUBLIC SAFETY TELECOMMUNICATORS WEEK
WHEREAS, emergencies can occur at any time that require police, fire or
emergency medical services; and
WHEREAS,when an emergency occurs the prompt response of police officers,
firefighters and paramedics is critical to the protection of life and preservation of property;
and
WHEREAS, the safety of our police officers and firefighters is dependent upon the
quality and accuracy of information obtained from citizens who telephone the Marion Area
Multi Agency Emergency Telecommunications (METCOM911) center; and
WHEREAS,Public Safety Telecommunicators are the first and most critical
contact our citizens have with emergency services; and
WHEREAS,Public Safety Telecommunicators are the single vital link for our
police officers and firefighters by monitoring their activities by radio,providing them
information and insuring their safety; and
WHEREAS,Public Safety Telecommunicators of METCOM911 have contributed
substantially to the apprehension of criminals, suppression of fires and treatment of
patients; and
WHEREAS, each dispatcher has exhibited compassion, understanding and
professionalism during the performance of their job in the past year.
NOW, THEREFORE, I, Kathryn Figley, Mayor of the City of Woodburn hereby
proclaim April 9-15, 2017 to be
"PUBLIC SAFETY TELECOMMUNICATORS WEEK"
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the
