Mayor Figley read a proclamation encouraging the residents of Woodburn to license their
dogs.

Police Chief Ferraris provided a presentation on the Mobile Crisis Team Intergovernmental
Agreement with Marion County along with Marion County Sheriff Myers and Ann -Marie
Bandfield with Marion County Health Department.

Nancy Kirksey, 1049 McKinley St., announced that the Mayor's Prayer Breakfast will take
place on February 21 from 7:30 a.m. to 9:00 a.m.. at the United Methodist Church and tickets
can be purchased through her.

passed unanimously.
0:23 AWARD PROFESSIONAL SERVICES CONTRACT FOR ELECTRICIAN
SERVICES TO ENGELMAN ELECTRIC
Morris/Lonergan... the City Council, acting in its capacity as the Local Contract Review
Board, authorize the City Administrator to enter into a Professional Services Agreement with
Engelman Electric for Electrician Services. The motion passed unanimously.
0:24 FY 2017/18 FINANCIAL PLAN
City Administrator Derickson provided a staff report. Lonergan/Ellsworth... Adopt the
attached FY 2017/18 Financial Plan (Budget Policies & Fiscal Strategy and Five -Year
Financial Forecast). The motion passed unanimously.
0:32 ACCEPTANCE OF A PUBLIC UTILITY EASEMENT WITHIN THE
DEVELOPMENT AT 2499 N. FRONT STREET, WOODBURN, OR 97071 (TAX LOT
051W08B00300)
Lonergan/Ellsworth... accepts the 5 feet wide Public Utility Easement for public utilities
granted by Kerr Contractors, property owner of 2499 N. Front Street, Woodburn OR 97071
(Tax Lot 051 W081300300). The motion passed unanimously.
ACCEPTANCE OF A WARRANTY DEED ALONG THE EASTERLY PORTION OF
THE DEVELOPMENT AT 2499 N. FRONT STREET, WOODBURN, OR 97071 (TAX
LOT 051W08B00300)
Lonergan/Ellsworth... accepts the Right -of -Way Dedication granted by Woodburn
Industrial Capital Group, LLC, property owner of 2499 N. Front Street, Woodburn OR 97071
{Tax Lot 051W08B00300). The motion passed unanimously.
0:33 CITY ADMINISTRATOR'S REPORT
City Administrator Derickson asked Community Relations Manager Gutierrez -Gomez to
present the City Council with a piece of art that was given to the City from ICO. Community
Relations Manager Gutierrez -Gomez explained that it was given in recognition of the Fiesta
Mexican as the first Hispanic Oregon Tradition and added that the poster contains the art of
Hampton Rodriguez and the design of Rodrigo Alvarez.
0:35 MAYOR AND COUNCIL REPORTS
Councilor Veliz thanked Chief Ferraris and Community Relations Manager Gutierrez -Gomez
for their efforts in educating the community on hate crimes and immigration.
Mayor Figley stated that she attended Congressman Schrader's elected officials round -up and
that it was a productive and informative event.
Councilor Ellsworth thanked Communications Coordinator Horton on getting the E -Blast
mobile friendly.
