REDFLEX CONTRACT EXTENSION AMENDMENT

Police Chief Ferraris provided a staff report. authorize the City
Administrator to sign the attached Second Extension of the Agreement with Redflex Traffic
Systems, Inc. to provide Red Light Photo Enforcement Services. Councilor Lonergan stated that
he would like to go back to ODOT to get an updated analysis and recommendations for other
intersections. Councilor Ellsworth stated that she dislikes the Redflex Cameras and would like
more information on whether they are worth it. Councilor Carney stated that he would like the

information to include the severity of the accidents at the intersection. The motion passed with
Councilor Ellsworth voting nay.

City Administrator Derickson invited the public to attend the July 4Firework show at Centennial
Park.
MAYOR AND COUNCIL REPORT
Councilor Schaub thanked Councilor Ellsworth for her work on the Relay for Life.

Councilor Ellsworth stated thatRelay for Life will take place on July 8-9atCentennial Park.She
added that the Relay for Life committee will be attending the St. Paul parade, the Gervais parade,

and the fireworks show at Centennial Park on July 4
.

MayorFigley wished everyone a safe 4of July and reminded them that they don’t need to leave
town to see a great fireworks show. She also announced that the Bassett Hound games will take
th
place on July 17at Settlemeir Park. She also thanked the community for their fundraising efforts
for the Boys & Girls Club which has raised $36,000.
Councilor Carneyprovided information on his work with the Youth Advisory Board and the
legislative task force on youth employment. He provided the Council a handout from the Youth
Development Council titled “Youth and the Workforce.”
Councilor Alonso Leon stated that she would like to see a presentation from the Community
Relations Manager Gustavo Gutierrez-Gomez on his community engagement efforts. She added
that she would like to invite our colleges to a City Council meeting and hear from them on what
they are doing.

On April 26, 2016,the Woodburn Police Department received anapplication
requesting approval forPerico’s Night Club located at 105 SouthPacific Hwy.,
Woodburn, Oregon.
The business will be openSunday thru Saturday10:00am to 2:00am.Hot food
and alcohol will be served while the business is open. There willbelive music, DJ
music, recorded music, video lottery games, pool, karaoke,coin operated
machines, dancing and private party events. The Police Department has
received no communication from the public or surrounding businesses in support
of or against this change of ownership request.
DISCUSSION:
ThePolice Department has conducteda background investigationinto the
business and both Ms. Ramos and Mr. Bautista. The investigation revealed that
Mr. Bautista failed to disclose required information during the application
process.
Mr. Bautista did not disclose an alias, past arrests and convictionsthat include:
domestic violence, resisting arrest, and attempt to elude among others. The
investigators did attempt to contact Mr. Bautistato obtain further information
however, Mr. Bautista did not respond. OLCC was provided a copy of
Woodburn Police report 16-4752 for their investigation.
