BACKGROUND:
During their February 22, 2016 meeting the City Council directed staff to move
forward with completing a Target Industry Analysis (TIA) to identify groups of
industries with the strongest potential to locate or expand in Woodburn. At the
March 28, 2016 meeting the City’s consultant, ECONorthwest, conducted a
workshop with the City Council.The project kick-off workshopprovided an
opportunity for the City Council to initiate a discussion with staff, project partners
and the consultant to develop a vision and goals for Woodburn’s economic
development strategies and target industry users for the Southwest Industrial
Reserve (SWIR) and other study areas.

DISCUSSION
ECONorthwest has compiled the supplemental data to generate a draft Target
Industry Analysis. During the worksession, we will review and discuss the draft TIA
conclusions, findings and recommendation and request City Council feedback
and edits to the draft report.
FINANCIAL IMPACT:
The cost to complete the Targeted Industry Analysis is $23,000 with funding
commitments from Woodburn URA-$5,000; Marion County $10,500;DLCD-$5,000;
and Mid-Willamette Valley Council of Governments-$2,500.

in Orlando, FL, that claimed 49 lives.

Mayor Figley stated that she has received a petitionin regards to the marijuana zoning regulations

BUSINESS FROM THE PUBLIC

Chris Bett, 1265Parkview Ct., stated that he has concerns about the tree ordinance and the fact
that the City owns the trees but the maintenance is the responsibility of the homeowner. He also
expressed concern about cars parking in theParkview Ct.cul-de-sacand leaving litter. He
proposed that the City add lighting to the area. Another concern he expressed was how the City
handles graffiti abatement and he felt that they could be less adversarial in their correspondence.
City Administrator Derickson statedthat staff will take a look at the parking in the cul-de-sac.
Curtis Falk,2512 Colewood Dr., stated that he has concerns about recreational vehicles being
parked on the streetin Tukwila. He added that City code allows the vehicles to be parked for 72
hours but all a person has to do is move the vehicle and the 72 hours starts all over again. He would

like to see if something can be done to keep them from coming back.Councilor Carney asked
whether it could be investigated if the vehicle in question prohibits other vehicles from passing
side by side. City Administrator Derickson stated that staff will look into this issue and get back
with him.
Vicente Espinoza, 1265 Park Ave., expressed concern about cars parking in the Parkview Ct. cul-
de-sac and leaving litter and also about the amount of mess the trees on that streetmake. She
stated that it is a nuisance and needs to be cleaned up. She added that the location is dark and could
use some lights. She also stated that they have called code enforcement about the parking but never
heard from anyone until they had graffiti sprayed on their house then code enforcement responded
right away.
Connie Doyan, 577 E. Clackamas Circle, stated that the Senior Estates Park needs an upgrade.
She added that there is no water fountain, benches or garden. She also expressed her desire for the
park to have an area for small dogs, have the horseshoe pits removed or repaired, and the addition
of a small community garden. Councilor Carney stated that maybe a group of locals would be
willing to volunteer to fix up the park. Councilor Morris suggested going to the Woodburn Park
Board with her concerns and Councilor Schaub suggested she put an articlein the Senior Estates
News and Views newsletter asking for volunteers andhave the manager make an announcement
at their coffee hour.
Max Brentano,1463 Meridian Dr., stated that he has concerns about the school districts new
welcome center and success high school. Councilor Carney declared an ex-parte contact noting
that Mr. Brentano is in his Ward and they have spoken previously on this matter. Mr. Brentano
added that the project has been very loud and that last Friday night they ran the new HVAC system
all night and it was loud and constant.He also stated that he spoke with the neighbors of the current
Success High School and some of the impacts of the school being in that neighborhood have been
loitering, litter, and disrespecting others property. He added that he knows the new Success High
School will also bring increased traffic, and security issues and he is worried about the safety of
our children. City Administrator Derickson encouraged Mr. Brentano and others to go to the
Woodburn School Board with their concerns as well.He added that the district needs to take steps
to ensure that they are in compliance with the ordinance and that it’s the City’s expectation that
they will include solutions to the community concerns in their final design of the projects. He
stated that he will pass the concerns on to the school district. Councilor Morris also recommended
that people express their concerns to the school board.

for Woodburn Market Inc. This is a convenience store that will sell grocery food

Woodburn Market Inc. will be located at 398 N Pacific Hwy Woodburn, Oregon
97071. The hours of operation will be Sunday 7:00am to 12:00am and Monday
thru Saturday 6:00am to 12:00am. There willnot beanyrecorded music, DJ
music, karaokeor video lottery games. The Police Department hasnot received
anycommunication from the public or surrounding businesses in support of or
against the proposed change.

The Police Department has completed a background investigation in

RECOMMENDATION
It is recommended the City Council authorize the City Administrator to sign the
attached Second Extension of the Agreement with Redflex Traffic Systems, Inc. to
provide Red Light Photo Enforcement Services.
BACKGROUND:
In 2010, the City entered into an Agreement with Redflex Traffic Systems, Inc. to
provide Red Light Photo Enforcement Services. The initial term of the Agreement
expired on June 30, 2015.In 2015, the City Council authorized an extension of
the Agreement until June 30, 2016
The City has the legal right to renew the Agreement for another one (1) year
period at its discretion, and Staff believes that it is in theCity’s interest to exercise
this option.

DISCUSSION
Red Light Photo Enforcement Services currently includes one set of equipment
located at the intersection of State Hwy. 99E and State Hwy. 211/Mt. Hood Ave.
The City and Redflex have enjoyed a professional working relationship and
Redflex has provided exceptional service. Redflex has already agreed to the
proposed extension of the Agreement.
FINANCIAL IMPACT:
Contract terms remain unchanged and Redflex receives a portion of fines
collected from violations captured by the system. There is no direct cost to the
City Budget.
