of one and one-half percent (1.5%) on the gross revenues of the Portland

WHEREAS, in 1995, Ordinance 2145 imposed a privilege tax in the amount
of two percent (2%) on the gross revenues of the Northwest Natural Gas
Company pursuant to Oregon state law; and
WHEREAS, both Ordinance 2114 and 2145 specify that privilege fax
proceeds be dedicated to the funding of transportation improvement projects
identified in the City's Capital Improvement Plan; and

WHEREAS, historically, the City's General Fund has contributed $130,000
