Council meeting minutes- April 13, 2015COUNCIL MEETING MINUTES April 13, 2015 0:00 DATE COUNCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION, STATE OF OREGON, APRIL 13, 2015 CONVENED The meeting convened at 7:03 p.m. with Council President Lonergan presiding. ROLL CALL Mayor Figley Absent Councilor Carney Present Councilor Lonergan Present Councilor Schaub Present Councilor Morris Present Councilor Ellsworth Present Councilor Alonso Leon Present Staff Present: City Administrator Derickson, Assistant City Attorney Stuart, Economic and Development Director Hendryx, Assistant City Administrator Row, Public Works Director Scott, Finance Director Head, Communications Coordinator Horton, City Recorder Pierson 0:01 PRESENTATIONS Woodburn Downtown Association — Anthony Veliz and Nikki DeBuse provided a recap of the Woodburn Downtown Associations 2014 event season and handed out a TOT grant request from the Woodburn Downtown Association, Councilor Carney asked Mr. Veliz if the Woodburn Downtown Association holds regularly scheduled meetings and if he would be welcome to attend those meetings. Mr. Veliz answered yes, you are welcome to attend the meetings and they try to hold them quarterly. Councilor Carney then asked who is usually in attendance at the meetings and Mr. Veliz answered that they try to get as many of the downtown merchants as possible to attend. Councilor Carney then stated that he wished to be included in these meetings and looks forward to attending them in the near future. 0:38 CONSENT AGENDA A. Woodburn Recreation and Park Board minutes of March 10, 2015, G. Building Activity for March 2015. Councilor Ellsworth stated that she will abstain from voting. Morris/Schaub... adopt the Consent Agenda. The motion passed 5-0 with Councilor Ellsworth Abstaining. Page 1 - Council Meeting Minutes, April 13, 2015 COUNCIL MEETING MINUTES April 13, 2015 0:39 WOODBURN DOWNTOWN ASSOCIATION AGREEMENT Carney/Ellsworth... authorize the City Administrator to enter into a management agreement with the Woodburn Downtown Association. On roll call vote the motion passed 6-0. Councilor Lonergan stated that he would like some direction on the next steps to consider the Woodburn Downtown Association's request for a TOT Grant. City Administrator Derickson stated they should start with a policy that ensures equity in the community, establishing criteria, a funding mechanism and a reporting of expectations so you have a process to make the decisions on who will receive the grants. 0:52 COUNCIL BILL NO. 2978 - A RESOLUTION AUTHORIZING APPLICATION FOR A LOCAL GOVERNMENT GRANT FROM THE OREGON PARKS AND RECREATION DEPARTMENT FOR THE REHABILITATION OF THE PLAYGROUND AT CENTENNIAL PARK Carney introduced Council Bill No. 2978. Recorder Pierson read the bill by title only since there were no objections from the Council. Recreation Services Manager Wierenga provided a staff report. On roll call vote for final passage, the bill passed unanimously. Council President Lonergan declared Council Bill No. 2978 duly passed. 0:55 CITY COUNCIL FY 2015/16 GOALS Ellsworth/Alonso Leon... approve the 2015 City Council Retreat Summary. The motion passed unanimously. 0:57 AWARD OF CONSTRUCTION CONTRACT FOR GARFIELD STREET STORM SEWER IMPROVEMENTS. BID NO. 2015-04 Morris/Schaub... award the construction contract for the Garfield Street Storm Sewer Improvements project to CG Contractors, LLC in the amount of $77,418.00. The motion passed unanimously. 1:00 CITY ADMINISTRATOR'S REPORT The City Administrator stated the he was told the red light camera that was knocked over will be reinstalled by the end of the week. He added that last week there were loud explosions heard throughout the City and he was told they are believed to have been illegal fireworks. 1:01 MAYOR AND COUNCIL REPORTS Councilor Alonso Leon stated that she enjoyed the goal setting and that it is an honor to be working with the City Council members. Councilor Carney agreed with Councilor Alonso Leon. Councilor Lonergan stated that he also enjoyed the goal setting. Councilor Ellsworth stated that she attended a Business After Hours event put on by the Woodburn Chamber at the Woodburn Independent and really enjoyed it. Councilor Schaub stated that she also enjoyed the goal setting and added that she enjoys hearing from the residents in her ward. Councilor Morris asked residents to support the bond. Morris/Schaub... move into executive session. The Council adjourned to executive session at 8:09 p.m. and reconvened at 8:32 p.m. Council President Lonergan stated that no action was taken by the Council while in executive session. 1:36 ADJOURNMENT Morris/Schaub... meeting be adjourned.
