A.Discussion of Draft Ordinance -An Ordinance Prohibiting 4 Residential Parking on Unimproved Areas; Allowing the Placing of Citations on Illegally Parked Vehicles and Providing Enforcement Procedures Recommended Action:Attached for consideration is a Draft Ordinance-An Ordinance Prohibiting Residential Parking on Unimproved Areas; Allowing the Placing of Citations on Illegally (see Parked Vehicles and Providing Enforcement Procedures ). The Ordinance was draftedat the request of the City EXHIBIT A Council and forwarded to City Councilors for review on June 13, 2014. Because of the number of decisions that must be made by the City Council itself (see below), the Draft Ordinance was crafted in a very basic form so that it could serve as the basis for a policy discussion. B.Council Bill No. 2963 -A Resolution of Consent by the City of 40 Woodburn to Allow the Inclusion of all its Incorporated Territory within the Proposed Marion County Extension and 4-H Service District Recommended Action:Consider the request of the Citizens of Marion County Extension for adoption of a Resolution of Consent to allow the inclusion of City territory within a proposed Marion County Extension and 4-H Service District. City Administrator Derickson provided a staff report. Councilor Lonergan recused himself due to a conflict of interest. Derek Ruckman, General Manager at Republic Service, provided a report on the proposal to Council. No members of the public wished to speak in either support or opposition of Republic Services revised rate schedule and corresponding request for a rate increase.Mayor Figley declared the hearing closed at 8:07 p.m. COUNCIL BILL NO. 2960 - AN ORDINANCE GRANTING ZONE CHANGE 2014-01 1:04 ON THE PROPERTY LOCATED AT 777 ARNEY ROAD IN ORDER TO REMOVE A SPECIAL OPERATING CONDITION AND GRANTING APPLICATIONS FOR DESIGN REVIEW 2014-01, PARTITION 2014-02 AND PROPERTY LINE ADJUSTMENT 2014-01 AS PREVIOUSLY APPROVED BY THE WOODBURN PLANNING COMMISSION McCallum introduced Council Bill No. 2960. MAYOR AND COUNCIL REPORTS 1:08 Councilor Alonso Leon reminded people that there are a lot of fun activities going on around Woodburn and she hopes that people will take advantage of them. Councilor McCallum stated the Republic Service’s was one of the first sponsors of Relay for Life. Mayor Figley wished everyone a safe and happy fourth and stated that she hopes people will attend Relay for Life. Councilor Ellsworth stated that Relay for Lifewill beaccepting donations of cans of food to place in the luminaries andafter the event theydonate the food to local groups.
