ROLL CALL Mayor Figley Present Councilor Cox Absent Councilor Lonergan Present Councilor McCallum Present Councilor Morris Present Councilor Ellsworth Present Councilor Alonso Leon Present Staff Present: City Administrator Derickson, City Attorney Shields, Public Works Director Scott, Police Captain Garrett, Police Captain Alexander, Economic and Development Director Hendryx, Community Services Director Row, Communications Coordinator Horton, Finance Analyst Head, Urban Renewal Manager Stowers, City Recorder Pierson A. In observance of Independence Day, City Hall offices, the Library, the Aquatic Center and Transit service will be closed Friday, July 4, 2014. B. Please join us as we celebrate Independence Day at Centennial Park on July 4 from 6:00 — 11:00 p.m. The annual celebration will include a variety of vendors, food, kids games, local dance group performances and activities, live entertainment, and fireworks at 10:00 p.m. C. French Prairie Kiwanis invites everyone to their Annual Fourth of July Breakfast from 6:00 - 10:30 a.m. at Legion Park. They will be serving all you can eat pancakes, ham, eggs, juice, coffee and milk at a cost of $6.00 for adults and $4.00 for children. D. The library's operating schedule will increase by six hours per week, beginning July 1. The new schedule of open hours will be Monday - Thursday 10:00 a.m. — 7:00 p.m., Friday 10:00 a.m. — 5:00 p.m., and Saturday and Sunday 1:00 — 5:00 p.m. COMMUNITY /GOVERNMENT ORGANIZATIONS Chamber of Commerce — Ruby Wolfer, Woodburn Area Tourism, provided an update on the Fiesta Mexicana. PROCLAMATIONS Relay for Life — Don Judson, 2815 Hazelnut Dr., provided an update on the Relay for Life event taking place on July 11 t, and 12'`. Crime Statistics through May 2014 McCallum/Lonergan... adopt the Consent Agenda. The motion passed unanimously. 0:18 PUBLIC HEARING A. A Public Hearing to consider the update of the Woodburn Development Ordinance (Planned Unit Developments), Legislative Amendment 2013 -01. Mayor Figley declared the hearing open at 7:21 p.m. for the purpose of hearing public input on the update of the Woodburn Development Ordinance (Planned Unit Developments), Legislative Amendment 2013 -01. Economic and Development Director Hendryx provided a staff report. No members of the public wished to speak in either support or opposition of the update of the Woodburn Development Ordinance (Planned Unit Developments), Legislative Amendment 2013 -01. Mayor Figley closed the hearing at 7:32 p.m. Councilor Lonergan stated that he appreciates all the work that went into this and he supports it. Councilor McCallum stated that he appreciates the safeguards that are still there. Lonergan /Alonso Leon .... adopt Legislative Amendment 2013 -01 and direct staff to draft an ordinance. The motion passed unanimously. B. Public Hearing to consider a rate adjustment for United Disposal Service, Inc. dba Republic Services of Marion County- Woodburn. Mayor Figley declared the hearing open at 7:34 p.m. for the purpose of hearing public input on a rate adjustment for United Disposal Service, Inc. dba Republic Services of Marion County- Woodburn. City Administrator Derickson provided a staff report. Councilor Lonergan recused himself due to a conflict of interest. Derek Ruckman, General Manager at Republic Service, provided a report on the proposal to Council. No members of the public wished to speak in either support or opposition of Republic Services revised rate schedule and corresponding request for a rate increase. Mayor Figley declared the hearing closed at 8:07 p.m. 1:04 COUNCIL BILL NO. 2960 - AN ORDINANCE GRANTING ZONE CHANGE 2014 -01 ON THE PROPERTY LOCATED AT 777 ARNEY ROAD IN ORDER TO REMOVE PLANNING COMMISSION McCallum introduced Council Bill No. 2960. Recorder Pierson read the two readings of the bill by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 2960 duly passed. Page 2 - Council Meeting Minutes, June 23, 2014 COUNCIL MEETING MINUTES JUNE 239 2014 1:06 COUNCIL BILL NO. 2961— A RESOLUTION APPROVING AN ADJUSTED RATE SCHEDULE FOR PROVIDING SOLID WASTE SERVICE WITHIN THE CITY OF WOODBURN AND REPEALING RESOLUTION 2019 McCallum introduced Council Bill No, 2961. Recorder Pierson read the bill by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed unanimously with Councilor Lonergan not participating. Mayor Figley declared Council Bill No. 2961 duly passed. 1:07 COUNCIL BILL NO. 2962 - A RESOLUTION ADOPTING THE WOODBURN TRANSIT SYSTEM TITLE VI PROGRAM McCallum introduced Council Bill No. 2962. Recorder Pierson read the bill by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 2962 duly passed. CITY ADMINISTRATOR'S REPORT City Administrator Derickson had nothing to report. 1:08 MAYOR AND COUNCIL REPORTS Councilor Alonso Leon reminded people that there are a lot of fun activities going on around Woodburn and she hopes that people will take advantage of them. Councilor McCallum stated the Republic Service's was one of the first sponsors of Relay for Life. Mayor Figley wished everyone a safe and happy fourth and stated that she hopes people will attend Relay for Life. Councilor Ellsworth stated that Relay for Life will be accepting donations of cans of food to place in the luminaries and after the event they donate the food to local groups.
