RESOLUTION NO. 2051
A RESOLUTION OF CONSENT BY THE CITY OF WOODBURN TO ALLOW THE
INCLUSION OF ALL ITS INCORPORATED TERRITORY WITHIN THE PROPOSED MARION
COUNTY EXTENSION AND 4-H SERVICE DISTRICT
WHEREAS, the Marion County Board of Commissioners ("the Board") has
adopted Resolution 14R-3 (attached as Exhibit A) to initiate the formation of the
Marion County Extension and 4-H Service District ("the District") under the
authority of ORS 451.010(1) (i), if approved by the voters of Marion County; and
WHEREAS, the District would have the authority to fund extension
educational program activities for all county residents; and
WHEREAS, the citizens of Marion County may form the District by petition
under authority of ORS 198.750; and
WHEREAS, the petitioners want to include all Marion County cities within
the boundaries of the District; and
WHEREAS, alternatively, the Board may form the District by adopting a
Board Order under authority of ORS 198.835. If the Board were to adopt a Board
Order, the Board wants to include all Marion County cities within the boundaries
of the District; and
WHEREAS, whether the formation of the District is by petition or Board
Order, state law requires that the territory of the City of Woodburn may be
included within the boundaries of the District only if the City Council adopts a
Resolution of Consent; and
WHEREAS, the City Council believes that the District would play a vital role
in helping Woodburn residents improve their quality of life by providing
education and support on youth development, family life, health and nutrition,
community gardening, forestry and natural resources, and local farm, food
processing and food and beverage business development; NOW, THEREFORE,
THE CITY OF WOODBURN RESOLVES AS FOLLOWS:
Section 1. The City consents to the inclusion of all of its incorporated
territory within the boundaries of the proposed Marion County Extension and 4-H
Service District, whether the formation of the District is by petition or by Board
Order.

BEFORE THE BOARD OF COMMISSIONERS
FOR MARION COUNTY, OREGON
In the Matter of a Proposal for an Initiative
Petition to form a Marion County Extension.
And 4-H Service District.

WHEREAS, Marion County is comprised of approximately 2,700 farms, encompassing 300,000
acres of land or about 40 percent of the county, that are operated by individuals, families, partnerships
and corporations and produce more than 70 different commodities; and
WHEREAS, Marion County has the highest value of agricultural production of any county in
Oregon, with estimated gross sales of all commodities of $639 million in 2012; and
WHEREAS, Marion County grows many crops that are number one, two, or in the top five in the
nation, such as nursery crops, grass seed, black berries, Christmas trees, specialty seeds, beans, hops,
mint, cherries and wine grapes; and
WHEREAS, agriculture, food processing, the food and beverage industry, and other related
industries are important to our county and state's economy with nearly 1 of every 8 jobs in Oregon
relying on agriculture; and
WHEREAS, since 1912 Oregon State University (OSU) Extension has played a vital role in
Marion County by providing practical information to help people improve their quality of life by
providing education and support on agriculture, natural resources, economic development, family life,
health, nutrition, and youth development; and
WHEREAS, OSU Extension 4-H programs offer a broad array of services and programs to urban
and rural young people, promoting life skills, offering quality youth experiences, and giving young
people a chance to learn and interact with others; and
WHERAS, in 2012 more than 50,000 Marion County residents were served by OSU Extension
programs; and their 600 trained 4-11, Master Gardener and other volunteers provided more than 45,000
hours of service; and
WHEREAS, OSU Extension educators are needed in Marion County to work side-by-side with
urban and rural residents, farmers, and others to offer research -proven, objective information that helps
solve problems, promote leadership, and manage resources wisely; and
WHEREAS, formation of "agricultural educational extension services" districts is governed by
ORS 451.010(1)(i) and districts in general by ORS 198.705 to ORS 198.955; and
WHEREAS, the Board of Commissioners supports OSU Extension and the Community Services
Department to work together with the Citizens for Marion County Extension Leadership Team to bring
forward to the voters of Marion County a proposal for a new OSU Extension service district to support
farm businesses, community food systems and 4-H youth development in Marion County; and

WHEREAS, a prospective initiative petition for formation of a special district to be known as
"Marion County Extension and 4-H Service District," including authorization for a permanent rate limit
for operating taxes at $0.05 per $1,000 assessed property value beginning July 201, will be duly filed
with the Marion County Clerk; and
4dHEREAS, should the voters of Marion County approve a new taxing district and permanent
rate, as elected officials of this taxing district, the Board of Commissioners will proactively work and
make every effort to ensure that these dollars are used for the benefit and continued prosperity of Marion
County communities and their citizens;
NOW THEREFORE, IT IS HEREBY RESOLVED that:
A. Marion County will provide available and relevant information to the Citizens of Marion
County Extension and OSU to complete an economic feasibility study that defines budget
requirements and rationale for formation of the district in accordance to ORS 198.775; and
B. Marion County will provide appropriate guidance to the Citizens of Marion County
Extension and OSU to draft a petition with a district name and proposed boundaries with
all cities included ORS 198.750; and
C. Marion County will assist the Citizens of Marion County Extension and OSU in obtaining
resolutions of support from all cities CORS 198.835 & ORS 198.720); and
D. Marion County will assist the Citizens of Marion County Extension and OSU in identifying
an election security deposit method and amount for the petition to be filed with the county
clerk (ORS 198.775); and,
E. If approved by the voters of Marion County, a separate tax base for an OSU Extension
county service district will be created for Marion County in accordance to ORS 451.547.
