March 10, 2014 Council minutesCOUNCIL MEETING MINUTES MARCH 10, 2014 0:00 DATE COUNCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION, STATE OF OREGON, MARCH 10, 2014 CONVENED The meeting convened at 7:00 p.m. with Mayor Figley presiding. ROLL CALL Mayor Figley Present Councilor Cox Absent Councilor Lonergan Present Councilor McCallum Absent Councilor Morris Present Councilor Ellsworth Present Councilor Alonso Leon Present Staff Present: City Administrator Derickson, City Attorney Shields, Interim Public Works Director Scott, Economic and Development Director Hendryx, Police Captain Garrett, Human Resources Director Hereford, Communications Coordinator Horton, City Recorder Pierson 0:01 BUSINESS FROM THE PUBLIC Karen Plagman, 942 Oarcreek Rd, stated that she and her family wanted to show support for Officer Lichte and two other officers. She added that Pete Lichte is one of the most honorable people she knows and hopes that the City of Woodburn takes heed into the claims of misconduct that have been brought forward. Tern Coleman, 192 Young Street, stated that she and her husband Doug Coleman owner of Industrial Machining Corp., are also here in support of the three officers and that they personally know Dan Kelly and that his character is of the upmost highest level. She added that they feel there is a level of corruption in the Woodburn Police Department that needs to be addressed. Merri Berlin, 167 N. Settlemier provided a handout to the City Council regarding cars parking in lawns and wanted to know if the request for a report on violations from the last meeting has been implemented. Jim Hendryx answered that he is working on getting information on this for a presentation at the next council meeting. City Administrator Derickson answered that it is complex because some of the codes are applicable to properties based on their age. Merri Berlin stated that these ordinances are in place, no parking on the lawns you need to be in front of your driveway, and doesn't understand what type of research needs to go into this. City Administrator Derickson answered that they are researching the applicability of the codes based on age, and other rules such as ADA issues and they want to make sure they get the correct information out to the citizens which is why they are looking into it. Allen Lindberg, 1860 Jansen way, stated that he is employed by First Student as a school bus driver. He added that he also sees a lot of homes were there are cars parking on the lawns and that it would help improve neighborhoods if there was more enforcement. He also suggested that the Settlemier and Hayes Street intersection be widened where you turn right. Woodburn City Council Executive Session minutes of March 4, 2014 Lonergan/Alonso Leon... adopt the Consent Agenda. The motion passed unanimously. 0:19 OFFICIAL WOODBURN ZONING MAP Lonergan introduced Council Bill 2949. Recorder Pierson read the two readings of the bill by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 2949 duly passed. 0:21 COUNCIL BILL NO. 2950 - AN ORDINANCE GRANTING A TELECOMMUNICATIONS FRANCHISE TO ZAYO GROUP TO OCCUPY CERTAIN RIGHTS -OF -WAY WITHIN THE CITY OF WOODBURN Lonergan introduced Council Bill 2950. Recorder Pierson read the two readings of the bill by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 2950 duly passed. 0:31 NEW STREET NAME Mayor Figley stated that the City is in the unusual situation with a street to name and that Councilor Alonso Leon has been out in the community talking to students at Chemeketa and Latino community leaders in the City about possible names for the street. Councilor Alonso Leon stated that some of the suggested names were Bienvenidos- Welcome, Esperanza- Hope, and Benito Juarez and the favorite of those three is Bienvenidos. Mayor Figley stated that she likes that idea. Councilor Ellsworth stated that she would like to see something more like Tennant Way in honor of the officers since the memorial will be placed at the transit facility. Mayor Figley replied that another idea was to name the transit facility the officer memorial transit facility. Councilor Lonergan stated that he thought those were both good ideas. Councilor Morris asked if we pooled anyone else in the community and that he thought these are both good ideas. City Administrator Derickson stated that they could put the prospective name in the E -blast and if they don't get any significant difference of opinion from the community on the suggested names he will bring a resolution to City Council. CITY ADMINISTRATOR'S REPORT The City Administrator stated that he has nothing to report.
