The Aquatic Center will be open regular business hours. The City Council Meeting scheduled for Monday, May 27th has been cancelled in observance of Memorial Day. 0:01 COMMUNITY /GOVERNMENT ORGANIZATIONS Chamber of Commerce — Don Judson, Executive Director of the Chamber, informed the City Council that the business directory would be going out soon, that the annual golf tournament will be taking place on June 10, and that on June 12 the Chamber will be meeting with Sedcor. He also provided an update on the Fiesta Mexicana. Woodburn School District — Chuck Ransom, Woodburn School District Superintendent, informed the council of upcoming budget meetings, provided information on the school district's administrative reorganization and commented that KATU news is covering the one year anniversary of the fire at the high school. 0:16 PROCLAMATION Public Works Week Police Memorial Week 0:20 BUSINESS FROM THE PUBLIC Nancy Kirksey, 1049 McKinley St., informed the City Council that the Mayor's Prayer Breakfast will take place on May 21 at 7:30 a.m. at the Methodist Church and that tickets can be purchased at the Chamber of Commerce, Yes Graphics, or Long Bros and cost $15 each. Page 1 - Council Meeting Minutes, May 13, 2013 COUNCIL MEETING MINUTES MAY 13, 2013 Art Kohn, 1330 Rainier Road, asked the City Council who voted for the ODOT plans for Country Club Road back in 2005, Mayor Figley answered that she believes the vote was unanimous and that there may have been one dissenter but she doesn't remember there being any particular controversy. Mr. Kohn asked if it was the present City Council or the past Council. Mayor Figley answered that it was the people in office at that time and some of the current Councilors were there at the time and that she wanted to make a few things clear. She stated that they looked at an environmental assessment that a citizen committee put together as far as what the overall design was going to look like and what was going to be done and we approved that. We moved on going ahead with lobbying for the project, the minutia of the design is not something we, as the City, do because it is an ODOT project but we did think the project was a good idea. Mr. Kohn asked what year this was and Mayor Figley believes that around 2005 sounds right. Mr. Kohn asked if anyone from Senior Estates was on the citizen committee and Mayor Figley answered that yes there was and there were businesses that were represented as well. Mr. Kohn stated that he has lived here for 13 years and his backyard faces Hwy 214 and feels that no two extra lanes should be put in from Country Club Rd. to Broughton and feels it will hurt their property values. 0:29 CONSENT AGENDA A. Motion passed unanimously. 031 PUBLIC HEARINGS Mayor Figley declared the hearing open at 7:31 pm for the purpose of hearing public input on the proposed revision to the Woodburn Development Ordinance. Economic and Development Director Hendryx began a presentation of the proposed changes. Staff recommended that hearing be continued to June 10, 2013. McCallum/Lonergan... continue the public hearing to June 10, 2013. The motion passed unanimously. 1 08 COUNCIL BILL NO. 2928 - AN ORDINANCE ENTERING INTO AN INTERGOVERNMENTAL AGREEMENT FOR THE MARION AREA MULTI - AGENCY EMERGENCY TELECOMMUNICATION CENTER (METCOM) AND AND DECLARING AN EMERGENCY McCallum introduced Council Bill 2928. Recorder Pierson read the two readings of the bill by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 2928 duly passed. 1:14 FY 2013/14 AMENDED FINANCIAL PLAN (BUDGET POLICIES & REDUCTION STRATEGY) Lonergan/McCallum ... Motion passed unanimously. 114 CAPITAL IMPROVEMENT PROGRAM CONTRACT AWARD TO; CENTRAL IMPROVEMENTS Lonergan /Cox... that the City Council, acting as the Local Contract Review Board, award the contract for construction of the 2012 -13 Resurfacing Improvements project to Central Oregon Pavers, Inc. for the bid amount of $147,567.10. Motion passed unanimously. 1:16 AMENDMENTS TO COMPUTER AND NETWORK SUPPORT AGREEMENTS Lonergan/Raustein... authorize the City Administrator to execute the Amendments to Computer and Network Support Agreements that the City has with the City of Mt. Angel, The City of Silverton, the Aurora Rural Fire District, the City of Gervais, and the Woodburn Fire District. Motion passed unanimously. 1:u CITY ADMINISTRATOR'S REPORT The City Administrator had nothing to report. 117 MAYOR AND COUNCIL REPORTS Councilor Ellsworth asked Public Works Director Brown to provide information on Public Works day showcase. Director Brown stated that the showcase will take place on Saturday, May 18, from 11- 3 at Silverton Health. Mayor Figley thanked the Budget Committee for their work on the budget. Councilor McCallum thanked Nancy Kirksey for her work in selling tickets to the Mayor's Prayer Breakfast.
