Redistricting Requirements and
Process
Secretary of State Redistricting Criteria
Each district, as nearly as possible, shall:
• Be contiguous;
• Utilize existing geographic or political boundaries
• Not divide communities of common interest
• Be connected by transportation links
• Be of equal population
• No district shall be drawn for the purpose of favoring any
political party, incumbent elected official, or other person
• No district shall be drawn for the purpose of diluting the
voting strength of any language or ethnic minority group
• To greatest extent, consider newly drawn legislative and
congressional boundaries
Redistricting Process
• Redistricting is accomplished utilizing GIS mapping
software and 2010 Census data
• Data used for analysis is for census block geography
— Smallest unit of geography for which Census data are
released
— Blocks generally follow physical geographic features (roads,
water features, railroads, etc)
• Block data limited to total population, race /ethnicity,
age (18 and over), housing unit counts, unit tenure
• Blocks are aggregated to form wards
• Block geography does not match other boundaries in
some cases- must use "best fit"
