• One community must serve as the lead
applicant in partnership with two other
jurisdictions

• Revolving funds be administered by a non
profit (VDI)
*As loans are re -paid, funds are made
available to loan to other qualifying
households
*Participating jurisdictions must have similar
loan and repayment requirements

not trigger repayment

• Funds split (75%/25%) between cities of Woodburn &
Stayto n
• Woodburn would receive $240,000. With matching
funds, the loan program funds would total approximately
$305,000
• Stayton would receive $80,000
*Woodburn responsible for program (lead Agency)
• Funds need to be spent within 2 yrs
• Valley Development Initiatives (VDI) administers
program
•VDI administers revolving funds from program
