08-22-2011 Presentation: CDBG ApplicationCommunity Development Block Grant Application Housing Rehabilitation Progi Low — Moderate Income Community Development Block Grant Application *The City awarded CDBG grants in 80's & 90's *Housing Rehabilitation Program reinitiated 2009 *Approximately $420,000 was available for new loans •90+ residents applied oans were completed Community Development Block Grant Application *Counties and cities with populations under 50,000 (non - entitlements) *Non- entitlement cities can apply for CDBG -' grants to the Infrastructure Finance Authority (I FA) •Number of different grants through their CDBG program rrrr *Quarterly application process - competitive • One of the grants - housing rehabilitation loans for low -to- moderate income households Community Development Block Grant Application *New Program requirements: *Non-profit must administer the program *Local governments need to partner with other jurisdictions *There must be a demonstrated need • Woodburn has highest need in Maric County, followed by Stayton and the County • One community must serve as the lead applicant in partnership with two other jurisdictions Community Development Block Grant Application *New Program requirements: • Revolving funds be administered by a non profit (VDI) *As loans are re -paid, funds are made available to loan to other qualifying households *Participating jurisdictions must have similar loan and repayment requirements $ - $15,000 —sale ors refinance triggers repayment •Stayton and VDI $25,000 — refinance does not trigger repayment *Need is verified — contacting our waiting list I Community Development Block Grant Application *Program outline: • Administrative costs up to 20% ($80,000) • Funds split (75%/25%) between cities of Woodburn & Stayto n • Woodburn would receive $240,000.
