ORDINANCE N0. 1462
AN ORDINANCE ADOPTING A SUPPLEMENTAL BUDGET FOR THE YEAR 1974-75
MAKING APPROPRIATION, AND DECLARING AN EMERGENCY.
WHEREAS, ORS 294.480 of the Local Budget Law provides that a
municipal corporation may make a supplemental budget for the fiscal year
for which the regular budget has been prepared, under certain circum-
stances, provided such supplemental budget does not extend beyond the
end of the fiscal year during which it is submitted, and provided no
increased tax levy shall be made, and
WHEREAS, said statute provides that among the circumstances
authorizing the preparation of a supplemental budget is the unanticipated
avai labi 1 i ty of funds from another unit of federal , state or 1 ocal
government, and/or a request for services or facilities the cost of
which shall be supplied by a private individual, corporation or company, and
WHEREAS, funds have been made available to the City of Woodburn
by the federal government, together with funds from a Special Tax Levy
approved by the electors of the City of Woodburn on December 5, 1974,
the availability of which could not have been ascertained at the time
of the preparation of the annual budget, and
WHEREAS, the adoption of such supplemental budget shall not
extend beyond the end of the fiscal year during which it is submitted, and

WHEREAS, proceedings and publications have heretofore been
had and made as required by said statute, now, therefore,
THE PEOPLE OF THE CITY OF WOUDBURN DO ORDAIN:
Section 1. That the supplemental budget for the fiscal year
1914-75, prepared by the Budget Officer and first published January 29,
1975, and ]ast published February 5, 1975, and accorded a public hearing
on February i7, 1975, is hereby adopted.
Section 2. That the revenue resources and expenditure require-
ments of said supplementa] budget are hereby declared to be as follows:

Section 3. This ordinance being necessary for the immediate
preservation of the public peace, health and safety, an emergency is
declared to exist, and this ordinance shall take effect upon its passage
by the Council and approval by the Mayor.

I, BARNEY 0. BURRIS, Recorder of the City of Woodburn,
do hereby certify that I caused to be posted three copies of
Ordinance No. 1462, one of which said copies is posted in the
City Hall on the bulletin board opposite the entrance to the
Recorder's Office, in full view of the traveling public; a second
one of said copies posted on the Woodburn Public Library bulletin
board at 280 Garfield Street, in full view of the traveling
public; a third one of said copies posted on the Paul Sowa and
Sons building at 182 Young Street, in full view of the traveling
public; that all of said places are public places within the
corporate limits of the City of Woodburn and that all of said
