Ord 1573(c) Architectural drawings or sketches, drawn to scale,
in sufficient detail to permit computation of yard
requirements and showing all elevations of the
proposed structures and other improvements as
they will appear on completion of construction.
(d) Specifications as to type, color and texture of
exterior surfaces of proposed structures.
(e) A sign plan, drawn to scale, showing the location,
size, design, material, color and methods of
illumination of all exterior signs.
(f) Recreational areas, buildings and equipment to
be provided for the tenants of the proposed
development.
Section22.110 Criteria and Standards.
(a) The Planning Commision shall, in exercising or
performing its powers, duties or functions,
determine whether there is compliance with the
following:
(1) The proposed site development, including the
architecture, landscaping and graphic design,
is in conformity with the site development
requirements of this ordinance and with the
standards of this and other applicable ordinances
insofar as the location and appearance of the
proposed development are involved.
(2) The proposed development is in harmony with
other developments in the general neighborhood.
(3) The location, design, color and materials of
the exterior of all structures and signs are
compatible with the proposed development and
appropriate to the character of the immediate
neighborhood.
(4) The provision of sufficient open space and
recreational facilities, where appropriate, to
create a pleasant living environment for the
tenants of the proposed development.
Section 2. That Chapter 23 of Ordinance No. 1344, known
as the Woodburn Zoning Ordinance, be, and the same is hereby
amended by adding a section to read as follows:

Section 23.090 Site Plan Approval Required. The pro-
visions of Sections 22.090, 22.100 and 22.110 shall
apply in RNi zoning districts as well.
Section 3. That Chapter 24 of Ordinance No. 1344,
known as the Woodburn Zoning Ordinance, be, and the same is hereby
amended by adding a section to read as follows:
Section 24.100 Site Plan Approval Required. The provisions
of Sections 22.090, 22.100 and 22.110 shall apply in RH
zoning districts as well.
Section 4. This ordinance being necessary for the im-
mediate preservation of the public peace, health and safety, an
emergency is declared to exist and this ordinance shall take effect
immediately upon passage by the Council and approval of the Mayor.

I, BARNEY 0. BURRIS, Recorder of the City of Woodburn, do
hereby certify that I caused to be posted three copies of
Ordinance No. 1573, one of which said copies posted in the
City Hall on the bulletin board next to the entrance to the
Recorder's Office, in full view of the traveling public
a second one of said copies posted on the Woodburn Public
Library bulletin board at 280 Garfield Street, in full view
of the traveling public; a third one of said copies posted
on the Community Center bulletin board at 491 N. Third St.,
in full view of the traveling public; that all of said places
are public places within the corporate limits of the City
of Woodburn and all of said copies were posted on the
