ORDINANCE N0. 1576
AN ORDINANCE AUTHORIZING THE CITY TO ENTER INTO AN AGREEMENT WITH
THE UNITED STATES DEPARTMENT OF COMMERCE, ECONOMIC DEVELOPMENT
ADMINISTRATION, FOR THE ACCEPTANCE OF A GRANT FOR THE CITY'S
LIBRARY IMPROVEMENT, AND DECLARING AN EMERGENCY.
WHEREAS, the United States Department of Commerce,
through its Economic Development Administration, has offered to
grant to the City the sum of $1,378,369.00 subject to the
requirements established for Project No. 07-51-23436; and
WHEREAS, it appears that it would be to the advantage
of the City to accept such grant and it appears that the City
will be able to adequately meet all requirements of the Federal
Government and such acceptance must be made before September 6,
1977; now therefore,
THE PEOPLE OF THE CITY OF WOODBURN DO ORDAIN:
Section 1. The City of Woodburn agrees to accept the
grant of $1,378,369.00 offered by the Economic Development
Administration of the United States Department of Commerce under
the provisions of the Local Public Works Capital Development and
Investment Act of 1976, as amended by the Public Works Employ-
ment Act of 1977, in accordance with that Offer of Grant, dated
August 22, 1977, and designated as Project No. 07-51-2343, to
provide financial assistance for improvements at the Woodburn
Public Library.
Section 2. That the Mayor of the City be authorized
to sign the Offer of Grant on behalf of the City, and the same
shall be attested by the City Recorder.

Section 3. This ordinance being necessary for the im-
mediate preservation of the public peace, health and safety, an
emergency is declared to exist and this ordinance shall take effect
immediately upon passage by the Council and approval by the Mayor.

I, BARNEY 0. BURRIS, Recorder of the City of Woodburn, do
hereby certify that I caused to be posted three copies of
Ordinance No. 1576, one of which said copies posted in the
City Hall on the bulletin board next to the entrance to the
Recorder's Office, in full view of the traveling public;
a second one of said copies posted on the Woodburn Public
Library bulletin board at 280 Garfield Street, in full view
of the traveling public; a third one of said copies posted
on the Community renter bulletin board at 491 N. Third St.,
in full view of the traveling public; that all of said places
are public places within the corporate limits of the City
of Woodburn and all of said copies were posted on the
1st day of September 1977.
