ORDINANCE N0. 1595
AN ORDINANCE PRESCRIBING RATES TO BE CHARGED FOR USE OF CITY WATER,
AND REPEALING ORDINANCE N0. 1397.
THE PEOPLE OF THE CITY OF WOODBURN DO ORDAIN:
Section 1. That the rates and charges to be charged for
supply and use of water from the water system and mains of the City
of Woodburn shall be as follows:

These minimum charges are based on the size of service line, from main
to meter, and entitle the user to the quantity shown per month.
Additional water is sold at the established rate.
ADDITIONAL RATES:
Flat rate residential accounts existing at the date of this ordinance-
$4.35 per month. (Hardship cases may apply for and be granted a monthly
charge of $3.00. Hardship may be established by submitting proof of
$4,000.00 or less yearly income.)
Water consumed above minimum quantity allowed per month - $0.40
per 100 cubic feet.
Multiple residential or commercial accounts - $3.00 per unit per
month in establishing the minimum for each service. Quantity allowed

shall be the number of units times 400 cubic feet, or the above-
established quantity allowed, whichever is greater.
Fire sprinkler connections - $1.50 per diameter-inch per month.
A factor of 1.5 shall be applied to charges for all services
outside the City.
METER TESTING DEPOSITS:

If meter is tested and found in excess of 3o high (1030 of actual
flow), the deposit will be refunded and account credited for excess
registration on not to exceed the three previous readings. Otherwise,
deposit will be retained to cover cost of testing.
Section 2. That the rates and charges established by this
ordinance may be reviewed by the Common Council during the month of

December, 1979, and at such time the Council shall revise or amend
said rates and charges if deemed necessary considering actual costs
to the City and inflationery factors. Should the Common Council in
its discretion choose not to revise or amend said rates and charges
at such time, effective on January 1, 1980, flat rate residential
accounts automatically shall be raised $1.00 per month and the minimum
metered accounts automatically shall be raised $.50 per month.
This section shall not be construed to preclude review by the Common
Council at any other time.
Section 3. That Ordinance No. 1397, passed on February 25,
1974, is hereby repealed, and that Ordinance No. 1241 is not revived.
Section 4. The provisions of this ordinance shall become
effective May 1, 1978.

I, BARNEY 0. BURRIS, Recorder of the City of Woodburn, do
hereby certify that I caused to be posted three copies of
Ordinance r1o. 1595, one of which said copies posted in the
City Hall on the bulletin board opposite the entrance to
the Recorder's Office, in full view of the traveling public;
a second one of said copies posted on the Woodburn Public
Library bulletin board at 280 Garfield Street, in full view
of the traveling public; a third one of said copies posted
on the Community Center bulletin board at 491 N. Third St.,
in full view of the traveling public; that all of said places
are public places within the corporate limits of the City
of Woodburn and all of said copies were posted on the
22nd day of March 1978.
