Ord 1600COUNCIL BILL N0. 420 ORDINANCE N0. 1600 AN ORDINANCE RECLASSIFYING CERTAIN PROPERTY LOCATED IN THE VICINITY OF YOUNG STREET AND TOOZE STREET FROM SINGLE FAMILY RESIDENTIAL (RS) TO GENERAL BUSINESS ECG}; DIRECTING AN AMENDMENT OF THE ZONING MAP; AND PROVIDING FOR A CHANGE IN DESIGNATION OF SUCH PROPERTY IN THE COMPREHENSIVE PLAN FROM LOW DENSITY RESIDENTIAL TO COMMERCIAL. WHEREAS, Woodburn Zoning Ordinance and Woodburn Zoning Map made pursuant to said ordinance have heretofore established certain use zones or districts within the City of Woodburn; and WHEREAS, the Woodburn Comprehensive Plan has designated the desired use of certain zones or districts within the City of Woodburn; and WHEREAS, the Woodburn Planning Commission has recori~lmended a zone change and Comprehensive Plan change of the property described herein and has made its findings which have been con- sidered by this Council; and WHEREAS, the zone change and Comprehensive Plan change recommendation has been considered and the findings of the Planning Commission in zone change no. 75-5 and Comprehensive Plan change no. 77-3 adopted by this Council in accordance with the ordinances of the City of Woodburn; and WHEREAS, the Common Council of the City of Woodburn deems the reclassification to be in the public interest, satisfy a general public need, and further implements the intent and purpose of the Woodburn Land Use Plan; now therefore, THE PEOPLE OF THE CITY OF WOODBURN DO ORDAIN: Section 1. That the following described property Page 1 - COUNCIL BILL N0. 4:2~ ORDINANCE NO. 1600 within the City of Woodburn is hereby reclassified from Single Family Residential (RS) to General Business (CG}: A tract of land located within the City of Woodburn, Marion County, State of Oregon, bounded on the South by the center line of Young Street; on the North by the Northerly line of a tract of land more particularly described in deed recorded in Vol. 768, page 667, Deed Records for Marion County, Oregon; on the West by the East line of Tooze Street and on the East by the Westerly line of a tract of land more particularly described in deed recorded in Vol. 597, page 316, Deed Records for Marion County, Oregon; excepting therefrom those portions lying within Young Street. Section 2. That the City Administrator is hereby directed to correct the Woodburn Zoning Map to the reclassification herein made. Section 3. The Comprehensive Plan of the City of Woodburn is hereby amended to change the property herein after described from Low Density Residential to Commercial: A tract of land located within the City of Woodburn, Marion County, State of Oregon, bounded on the South by the center line of Young Street; on the North by the Northerly line of a tract of land more particularly described in deed recorded in Vol. 768, page 667, Deed Records for Marion County, Oregon; on the West by the East line of Tooze Street and on the East by the Westerly line of a tract of land more particularly described in deed recorded in Vol. 597, page 316, Deed Records for Marion County, Oregon; excepting therefrom those portions lying within Young Street. Section 4. That the City Administrator is directed to correct the Comprehensive Plan documents and map to reflect such reclassification. BURRIS, Recorder of the City of Woodburn, do hereby certify that I caused to be posted three copies of Ordinance No. 1600, one of which said copies posted in the City Hall on the bulletin board opposite the entrance to the Recorder's Office, in full view of the traveling public;, a second one of said copies posted on the Woodburn Public Library bulletin board at 280 Garfield Street, in full view of the traveling public; a third one of said copies posted on the Community Center bulletin board at 491 N.
