Ord 1631COUNCIL BILL N0. 460 ORDINANCE N0. 1631 AN ORDINANCE AMENDING ORDINANCE N0. 1593, ALSO KNOWN AS THE WOODBURN LIMITED GROWTH ORDINANCE, AND GRANTING THE PLANNING COMI~~ISSION POWER TO PHASE SEWER APPROVAL FOR PROJECTS. THE PEOPLE OF THE CITY OF WOODBURN DO ORDAIN: Section 1. That a new section, Section 12, be added to Ordinance 1593, known as the Woodburn Limited Growth Ordinance, to read as follows: Section 12. (a) The Planning Commission may phase projects, i.e., break a project into developmental units for the purpose of granting one or more phases for the current calendar year and guarantee P.E.'s for completion of said phases from the following two calendar years allocation of P.E.'s. (b) The Planning Commission shall use the following criteria in deciding when and how to phase projects requesting P.E.'s under the Limited Growth Ordinance. 1. To be eligible for phasing, a project must have requested P.E.'s under the Limited Growth Ordinance in the calendar year for which it has applied and must have requested P.E.'s under the provisions of the Multiple Family sector or under the provisions of the Commerical, Industrial, and Public Use sector. 2. The total project must require at least thirty (30) P.E.'s for Multiple Family or ten (10) P.E.'s for Commercial or Industrial projects. 3. The project must have received a rating of 25 points or more for Multiple Family or 7 points or more for Commercial for items 1 through 9 under Section 6(d) of this ordinance. 4. The phasing should constitute logical developmental units with each phase providing the services neces- sary for the project including, but not limited to, sewer, water, storm. drainage, street improvements, traffic circulation, recreational facilities, and buffer landscaped areas. For any development which does not meet the criteria set forth under 1 and 2 of this subsection, the developer may request the Commission to consider phasing at any time for a project. 6. The Commission may assign extraordinary benefit points for phasing a project voluntarily by the developer. If the Commission determines that phasing a project furthers the goals of the Limited Growth Ordinance or otherwise benefits the City, the project may be approved for phasing.
