Ord 1652COUNCIL BILL N0. 493 ORDINANCE N0. 1652 AN ORDINANCE ASSESSING A TECHNICAL AND ENVIRONMENTAL SERVICES CHARGE AND PROVIDING FOR ITS EXPENDITURE. WHEREAS, the City funds that increased growth, size and complexity of the City places an increasing demand on the City to provide code enforcement, and planning services, and, WHEREAS, the City's policy is that in general new developments would pay its fair share of the increased demands it places on the City, and, WHEREAS, the City's General Fund is overburdened, and other revenue sources are limited, and, WHEREAS, new developments are not now contributing to the increased operational expense they place on the City, now, therefore, THE PEOPLE OF THE CITY OF WOODBURN DO ORDAIN: Section 1. That a fee of one dollar ($1.00) per one thousand dollars ($1,000) of construction value shall be charged to all new con- struction in the City of Woodburn. Section 2. This fee shall be collected by the Building Official prior to issuance of a building permit. Section 3. The monies callected shall be placed in a special Technical and Environmental Services Fund.
