THE PEOPLE OF THE CITY OF WOODBURN DO ORDAIN: Section 1. That the Common Council of the City o~ Woodburn hereby proposed a special three (.3) year serial tax levy outside the limitation imposed by Article XI, Section 11, Subsection (1), upon the taxable property within the corporate limits of the City of Woodburn, not exceeding $69,158 for the fiscal year 1979-80, $76,073 for the fiscal year 1980-81, and $83,681 for the fiscal year 1981-82 for the purpose of providing funds for street lighting purposes within the City of Woodburn. Section 2. That the proposed three (3} year serial tax levy shall be submitted to the legal electors of said city at a special election, which is hereby called to be held therein, in accordance with the laws of the State of Oregon and the Charter and Ordinances of said city governing elections, May 22, 1979. Polls will be open between the hours of 8:00 a.m. and 8:00 p.m. that date. The election shall be held at the regular polling places for the general primary election in each ward. The City Recorder is authorized and directed to appoint such election board, counting board, and such other clerks and officials as may be required for the proper conduct of such election. The City Recorder shall post a typewritten notice in each of the election preQincts of the City of woodburn and shall cause notice of said election to be published for two consecutive weekly publications in the City's official newspaper or in a newspaper of general circulation, The first said publication being at least ten (10} days prior to said election.
