AN ORDINANCE PROPOSING A SPECIAL TAX LEVY OUTSIDE THE LIMITATION
IMPOSED BY ARTICLE XI, SECTION 11, SUBSECTON (1), OF THE OREGON
CONSTITUTION AGAINST THE TAXABLE PROPERTY IN THE CITY OF WOODBURN
IN AMOUNTS NOT EXCEEDING $69,158 FOR FISCAL YEAR 1979-80; AND
$76,073 FOR FISCAL YEAR 1980-81; AUTHORIZING THE EXPENDITURE OF
MONIES DERIVED THEREFROM FOR STREET LIGHTING PURPOSES; CALLING
FOR A SPECIAL ELECTION AT WHICH SUCH SHALL BE SUBMITTED TO THE
LEGAL ELECTORS OF THE CITY OF WOODBURN; AND DECLARING AN EMERGENCY.
THE PEOPLE OF THE CITY OF WOODBURN DO ORDAIN:
Section 1. That the Common Council of the City of
Woodburn hereby proposed a special two (2~ year serial tax levy
outside the limitation imposed by Article XT, Section 11, Sub-
section (1), upon the taxable property within the corporate limits
of the City of Woodburn, not exceeding $69,158 for the fiscal year
1979-80, and $76,073 for the fiscal year 1980-81 for the purpose
of pros%ding funds for street lighting purposes within the City
of Woodburn .
Section 2. That the proposed two (2} year serial tax levy
shall be submitted to the legal, electors of said city at a special
election, which is hereby called to beheld therein, in accordance
with the laws o~ the State of Oregon and the Charter and Ordinances
o~ said city governing elections, June 28, 1979, Polls will be open
between the hours of 8:00 a.m~ and 8:00 p.~n. that date. The election
shall be held at the regular polling places for the general primary
election in each ward The City Recorder is authorized and directed
to appoint such election board, counting board,. and such other clerks
and officials as may be required for the proper conduct of such election.

Section 3. The City Recorder shall post a typewritten
notice in each of the election precincts of the City of Woodburn
and shall cause notice of said election to be published in the City's
official newspaper or in a newspaper of general circulation at least
ten (10) days prior to said election.
Section 4. That the form in which said question shall be
submitted to the electors of said city on the official ballot at
such special election shall be as follows:

TwO (.2) YEAR STREET LIGHTING TAX LEVY
PURPOSE: To authorize a two (2) year tax levy to pay operational
cost of street lighting expenses in the City in amounts
not exceeding $69,158 for fiscal year 1979-80 and
$76,073 for fiscal year 1980-81 (Federal Revenue Sharing
funds has paid for this service for the past two years).
The total levy for the two (2) year period is $145,231
Which is an estimated $.39 per $1,000 assessed valuations
QUESTION; Shall the City of Woodburn be authorized to levy a tax
over a two (2) year period, as provided in Ordinance

that an increased tax levy is required to adequately

Section 5. This ordinance being necessary for the immediate
preservation of the public peace, health and safety, an emergency is
declared to exist, and this ordinance shall take effect upon its
passage by the Council and approval by the mayor.

I, BARNEY 0. BURRIS, Recorder of the City of Woodburn, do
hereby certify that I caused to be posted three copies of
Ordinance No. 1667, one of which said copies posted in the
City Hall on the bulletin board adjacent to the entrance
to the E,ecorder's Office, in full view of the traveling public;
a second one of said copies posted on the Woodburn Public
Library bulletin board at 280 Garfield Street in full view of
the traveling public; a third one of said copies posted on
the Community Center bulletin board at 491 N. Third Street,
in full view of the traveling public; that all of said places
are public places within the corporate limits of the City
of Woodburn and all of said copies were posted on the
