AND HA4~JLEY S T BEETS IN THE CITY OF ~~JOODBUPN FROr1 LOhJ DENSITY RESIDENTIAL
TO HIGH DEfJSITY RESIDENTIAL IN THE CO~~PREHENSIVE PLAN, AND FROP~1 SINGLE
FA~~IILY RESIDENTIAL (RS} ZONE TO "MULTI-FA!'iILY RESIDENTIAL (R~1} ZOPJE AND
DECLARIPJG APJ EP~ERGENCY.
WHEREAS, Woodburn Zoning Ordinance and the lA~oadburn Zoni nc~ P1ap
made pursuant to said ordinance have heretofore established certain use
zones or districts within the city of °~oodburn; and
WHEREAS, zone change proceedings have heretofore been had before
the Woodburn Planning Commission and the Common Council in accordance with
Chapter 16 of the d~oodburn Zoning Ordinance; and
4~JHEREAS, the Common Council of the citWv of Woodburn deems this
reclassification to be in the public interest and to be in satisfaction
of a general public need; now, therefore,
THE PEOPLE OF THE CITY OF ~~d00DBURN DO ORDAIN:
Section 1. That the following described property within the
City of ~°Joodburn, Marion County, State of Oregon, is hereby reclassified
from low density residential to high density residential in ~°loodburn 2000,
the City's Comprehensive Plan:
TRACT I:
Beginning at the Northeast corner of the three acre tract
of land deeded by B. P. Hall and wife to Jasper Trullinger
on the 11th day of July 1907, which deed is recorded at page
463 in book 95, ~l~rion County Deed Records, which Northeast
corner i s South 1 15' East 4.52 chains and ~Jorth 60 15' ~~!est
7.01 chains from the Southwest corner of the Donation Land
Claim of Eli C. Cooley and wife in Tovrnshin 5 South, Range 10
West of the Willamette Meridian; and running thence South 32 15
West along the East line of the said three acre tact, 360 feet;
thence North 60°45' blest 66 feet; thence North 32 15' East 360
feet to the ~Jorth line of said three acre tract; thence South
60°45' East 66 feet to the glace of beginning, situated in the
City of Woodburn, Marion~County and State of Oregon. Also

Section 2. That the above described property is hereby reclassified
from RS (Single family residential) to R1~1 (multi-family residential zonincl
on the City's official zoning map.
Section 3. That the petitioner's burden of !proof and the staff
report be adopted as findings of the Council.
Section 4. That the City Administrator is hereby driected to
correct the !Aloodburn Comprehensive Plan and the Zoning Man to the reclassi-
fication herein made.

Section 5. This ordinance being necessary for the immediate
preservation of the public peace, health and safety, an emergency is
declared to exist and this ordinance shall take effect immediately upon
passage by the Council and approval by the Mayor.

hereby certify that I caused to be posted three copies of
Ordinance No. 1682, one of which said copies posted in the
City Hall on the bulletin board adjacent to the entrance
to the Recorder's Office, in full view of the traveling
public; a second one of said copies pasted on the ~~Ioodburn
Public Library bulletin board at 280 Garfield Street, in
full view of the traveling public; a third one of said copies
