ORDINANCE N0. 1694
AN ORDINANCE ACCEPTING GRAPdT FUNDS RECEIVED DURING THE FISCAL YEAR 1979-80,
MAKING APPROPRIATIONS THEREFORE, AND DECLARING AN EMERGENCY.
~1HEREAS, Oregon Revised Statutes provide for the expenditure
of grants transferred to a municipal corporation for specific purposes in
the year of receipt, and
~~JHEREAS, grants have been received from the Department of Energy
for the development of an Energy Efficiency Ordinance, a 701 Comprehensive
Planning Grant for the development of a Capital Improvement Program, and
a one-time supplement to the existing Federal Action grant for mileage
reimbursement to Retired Senior Volunteer Project volunteers, now, therefore,

Section 1. That appropriations be established and increased
as follows:

Section 2. That the amounts as delineated in Section 1 are hereby
authorized to be appropriated for their specific purposes
Section 3. This ordinance being necessary for the immediate preservation
of the public peace, health and safety, in that there is a present need for the
expenditures delineated in Section 1 and the expenditures cannot be made until
the appropriations are adopted, an emergency is declared to exist and this ordinance
shall take effect immediately upon passage by the Council and approval by the
Mayor.

I, BARNEY 0. BURRIS, Recorder of the City of Woodburn, do
hereby certify that I caused to be posted three copies of
Ordinance No. 1694, one of which said copies posted in the
City Hall on the bulletin board adjacent to the entrance to
the Recorder's Office, in full view of the traveling public;
a second one of said copies posted on the t~loodburn Public
Library bulletin board at 280 Garfield Street, in full view
of the traveling public; a third one of said copies posted
on the Community Center bulletin board at 491 N. Third St.,
in full view of the traveling public; that all of said places
are public places within the corporate limits of the City
of U~Ioodburn and all of said copies were posted on the
14th day of February 1980.
