Ord 1702COUNCIL BILL N0. 565 ORDINANCE PLO. 1102 AN ORDINANCE AMENDING ORDINANCE N0. 1701, RELATING TO THE CITY TAX BASE ELECTION TO BE HELD MAY Z0, 1980, AND DECLARING AN EMERGENCY. THE PEOPLE OF THE CITY OF WOODBURN DO ORDAIN: Section 1. Ordinance No. 1101 is hereby amended by making the fallowing numerical correction in Section 1, Exhibit A, third paragraph of the Explanation: 64% is changed to 54/. Section 2. This ordinance being necessary for the immediate preservation of the public peace, health and safety, in that an amendment to the ballot is allowed after the County Clerk's filing date deadline which was March 20, 1980, and this change needs to be made prior to the ballots being printed, an emergency is declared to exist and this ordinance shall take effect immediately upon passage by the Council and approval by the Mayor. ,. , ~- ... PURPOSE: This request for voter approval of a tax base of $994,871.00 would replace the current tax base of $91,302.00. The Oregon Constitution, Article XI, Section 11, requires voter approval of anew tax base. A six percent increase is allowed each year without voter approval. The new tax base would become effective fiscal year 1980-81 and seeks to more appropriately meet the needs of the City's operations and maximize State contributions to owner-occupied residences. EXPLANATION: The current tax base is $91,302.00. Next year, this amount may be increased by six percent without voter approval allowed under the Oregon Constitution. Any additional requirement must have voter approval. The proposed tax base of $994,871.00 would become effective fiscal year 1980-81. When levied, the tax base amount will be partially financed by the State. Property tax revenues are required to provide basic services to residents of the City. Those services include Police, Fire, Dial-a-Ride, RSVP, Court, City Attorney's office, Finance/Recorder's office, Administrative services, City Hall maintenance, insurance, auditing, and legal publications. Receipts estimated to be received from court fines, Federal Revenue Sharing, delinquent taxes, etc., represents approximately 46% of the total revenues needed for the proposed budget. The remaining 64% to be financed by property taxes. The State will pay up to 30% of the tax base as authorized under the property tax relief program. I, B~~EY 0.
