AN ORDINANCE PROVIDING FOR THE ASSESSMENT OF THE COSTS OF THE IMPROVEMENT
OF THE SEWAGE COLLECTION SYSTEM ALO~f1G CLEVELAND STREET IN THE CITY OF
WOODBURN, A~JD DECLARING AN EMERGENCY.
WHEREAS, the project described herein is completed in whole or
in such part that the cast of the whole can be determined, and the City
Engineer has certified to the City Recorder the cost of the project and
ail costs authorized by the Charter of the City of ~~oodburn have been
determined; now, therefore,
THE PEOPLE OF THE CITY OF ~~JOODBURN DO ORDAIN:
Section 1. The project which is the subject of this ordinance
is described as follows:
Improvement of the sewage collection system along Cleveland
Street from a point 357 feet east of the intersection of
Cleveland Street and Marshall Street eastward 1730 feet to
a point near U.S. 99E (Pacific Highways in the City of
Woodburn, Oregon.
Section 2. The portion of the cost of construction of the project
described in Section 1 which is to be assessed against the property special]y
and peculiarly benefited thereby as provided in Reso]ution No. 678 and Ord-
inance No. 1661, is the sum of X58,367.68, and the Recorder of the City of
Woodburn, Oregon, has ascertained what he deems to be a just apportionment of
said cost in accordance with the special and peculiar benefits derived by each
lot, parts of lots or parcels of land within the assessment district and with-
in the corporate limts of said City. The Recorder has published the same
in accordance with the requirements of the City Charter, and the time for
considering objections to such apportionment has elapsed and the Common
Council hereby directs the assessment as particularly described in Section 3.

Section 3. The names of the property owners, the description
of the properties to be assessed and the amount assessed against each lot,
parts of lot and parcels of land for the said improvement and construction,

Section 4. This ordinance being necessary for the immediate
preservation of the public peace, health and safety, in that there is a
need to expedite the assessment procedure and place the affected properties
on the lien docket, an emergency is declared to exist and this ordinance
shall take effect emmediately upon passage by the Council and approval by
the Mayor.

I, BARNEY 0. BURRIS, Recorder of the City of ~Joodburn, do
hereby certify that I caused to be posted three copies of
Ordinance No. 1707, one of which said copies were posted in
the City Hall on the bulletin board opposite the entrance to
the Recorder's Office, in full view of the traveling public;
a second one of said copies posted on the Woodburn Public
Library bulletin board at 280 Garfield Street, in fu11 view
of the traveling public; a third one of said copies posted
on the Community Center bulletin board at 491 N. Third St.,
in full view of the traveling public; that all of said places
are public places within the corporate limits of the City
of Woodburn and all of said copies were posted on the 29th
day of April , 1980.
