Ord 1709COUNCIL BILL N0. 579 ORDINANCE NO. 1709 AN ORDINANCE AUTHORIZING THE TRANSFER OF APPROPRIATIONS GdITHI~d A FUND DURING THE FISCAL YEAR 1979-80, AND DECLARING AN EMERGENCY. WHEREAS, Oregon Revised Statutes allow the transfer of appropriations within a given fund after the budget has been approved and during the year for which the appropriations are made, and WHEREAS, there is a need to transfer appropriations within various city funds to meet estimated expenditures within designated budget categories during the fiscal year 1979-80, now, therfore, THE PEOPLE OF THE CITY OF l~OODBURN DO ORDAIN: Section 1. This ordinance being necessary for the preservation of the public peace, health and safety, in that there is a present need for the expenditures and the expenditures cannot be made until the appropriation transfer is authorized, an emergency is declared to exist and this ordinance shall take effect immediately upon passage by the Council and approval by the Mayor.
