ORDINANCE N0. 1711
AN ORDINANCE PROVIDING FOR THE ASSESSMENT OF THE COSTS OF THE IMPROVEMENT OF
WEST CHURCH STREET FROM THE INTERSECTION OF SETTLEMIER AVENUE AND WEST CHURCH
STREET WESTERLY TO THE INTERSECTION OF LEASURE STREET AND LEST CHURCH STREET
IN THE CITY OF WODDBURN, AND DECLARING AN EMERGENCY.
WHEREAS, the project described herein is completed in whole or in
such part that the cost of the whole can be determined, and the City Engineer
has certified to the City Recorder the cost of the project and all costs
authorized by the Charter of the City of Woodburn have been determined; now,
therefore,
THE PEOPLE OF THE CITY DF WDODBURN DO ORDAIN:
Section 1. The project which is the subject of this ordinance is
described as follows:
Improvement of 6~Ies~t Church Street from the intersection of
Settlemier Avenue and West Church Street westerly to the
intersection of Leasure Street and West Church Street in
the City of ~~loodburn, Oregon.
Section 2. The portion of the cost of construction of the project
described in Section 1 w-hick is to be assessed against the property specially
and peculiarly-benefited thereby as provided in Resolution No. 657 and
Ordinance No. 1626, is the sum of $ 27,629.14, and the Recorder of the City of
Woodburn, Oregon, has ascertained what he deems to be a just apportionment of
said cost i.n accordance with.. the special and peculiar benefits derived by each
lot, parts of lots or parcels of land within the assessment district and
within the corporate limits of said City. The Recorder has published the same
in accordance with the requirements of the City Charter, and the time for
considering objections to such apportionment has elapsed and the Common Council
hereby directs. the assessment as particularly described in Section 3.

Section 4. This ordinance being necessary for the immediate preservation
of the public peace, health and safety, in that there is a need to expedite the
assessment. procedure and place the affected properties on the lien docket, an
emergency is declared to exist and this ordinance shall take effect immediately
upon passage by the Council and approval by the Mayor.

I, BARNEY 0. BURRIS, Recorder of the City of Woodburn, do
hereby certify that I caused to be posted three copies of
Ordinance No. 1711, one of which said copies posted in
the City Hall on the bulletin board opposite the entrance to
the Recorder's Office, in full view of the traveling pubic;
a second one of said copies posted on the Woodburn Public
library bulletin board at 280 Garfield St., in full view of
the traveling public; a third one of said copies posted on
the Community Center bulletin board at 491 N. Third St., in
full view of the traveling public; that all of said places
are public places within the corporate limits of the City of
'roodburn and all of said copies were posted on the 10th
day of June 1980.
